Organizational Profile:
The Government of Uganda, by an Act of Parliament (UNMA, 2012), has
transformed the Department of Meteorology under the Ministry of Water and
Environment into a semi-autonomous organization: ‘Uganda National
Meteorological Authority’ (UNMA). The transformation has included restructuring
and retooling and a new structure with new job titles have been developed in
line with the Business Plan. A summary of the job descriptions has been
advertised in two Uganda Daily Newspapers (The Monitor and The NewVision) and
one Regional (The East African).
Job Purpose:
To analyse daily data and issue real time weather forecasts, provide
aeronautical meteorological services and public weather services.
Main Duties and Responsibilities
(i) Head of the Directorate of Forecasting
(ii) Advises the Executive Director on Forecasting matters
(iii) Prepares Annual work plans and budgets for the Directorate
(iv) Supervises and appraises senior staff in the Directorate
(v) Coordinates preparation and submission of reports of the Directorate
(vi) Responsible for weather forecasting, public weather service, and
briefing services (aeronautical);
(vii) Maintain equipment standards and communication procedures as
specified by WMO;
(viii) Coordinate and implement activities of WMO Commissions for Aeronautical
Meteorology (CAeM) and Marine Meteorology (CMM);
(ix) Ensure an efficient telecommunication system for rapid dissemination
and exchange of meteorological data and products;
(x) Identify and initiate procurement of relevant technical equipment used
for forecasting;
(xi) Liaise with other organizations at airports for efficient provision of
meteorological services;
(xii) Ensure implementation of Quality Management System in the Directorate
(xiii) Develop training programme for the Directorate
(xiv) Represents the Directorate at all top management meetings of the
UNMA;
(xv) Promote coordination with other Directorates in the Authority.
(xvi) Comply with all the mandatory reporting requirements of the Authority
and other relevant stakeholders.
(xvii) Ensure directorate’s performance and financial targets are met.
(xviii) Ensures that suitable telecommunications and ICT infrastructure are
designed, installed, and operated to achieve smooth flow of data and
information within the Agency and with all stakeholders;
(xix) Support in the financial resource mobilization strategy of UNMA,
(xx) Performs any other relevant duties as may be assigned to him/her by
the Executive Director.
Qualifications and experience:
a) An honours Bachelors’ degree in Natural Sciences obtained from a
recognized University plus a Masters’ degree in Meteorology or related fields
(Environmental studies, Agriculture, Forestry, Hydrology and Atmospheric
Sciences) from a recognized University. Additional training in either Public
Administration, Business Administration or Management Studies is an added
advantage.
b) At least 8 years working experience in a related field with a reputable
organization, 2 years of which should be at senior managerial level.
Essential Skills and Requirements
Management and Research skills with proven ability to write technical
documents and communicate with international scientific teams.
