Organizational Profile:
The Government of Uganda, by an Act of Parliament (UNMA, 2012), has transformed the Department of Meteorology under the Ministry of Water and Environment into a semi-autonomous organization: ‘Uganda National Meteorological Authority’ (UNMA). The transformation has included restructuring and retooling and a new structure with new job titles have been developed in line with the Business Plan. A summary of the job descriptions has been advertised in two Uganda Daily Newspapers (The Monitor and The NewVision) and one Regional (The East African).
Job Purpose:
To manage and analyse data, and issue timely climate forecasts and advisories:
a) Data Processing
• Data processing and Archiving Division
• Climatology and Long Range Forecasting Division
b) Applied Meteorology
• Agrometeorology Division
• Hydrometeorological Division
c) Climate Change
· Climate Change Division
Duties and Responsibilities
(i) Head of the Directorate of Applied Meteorology, Data and Climate Services.
(ii) Advises the Executive Director on Applied Meteorology, Data and Climate Services.
(iii) Prepares Annual work plans and budgets for the Directorate.
(iv) Supervises and appraises senior staff in the Directorate.
(v) Coordinates preparation and submission of reports of the Directorate.
(vi) Develop training programme for the Directorate.
(vii) Represents the Directorate at all top management meetings of the UNMA;
(viii) Ensure the implementation of Quality Management System in the Directorate
(ix) Promote coordination with other Directorates in the Authority;
(x) Supervises Analysis and interpretation of meteorological data to provide climate summaries;
(xi) Supervises running of Dynamical Climate Models to provide general and user specific meteorological products;
(xii) Ensures production of climate change indices and projections;
(xiii) Supervises the preparation of the national agrometeorological and hydrometeorological products.
(xiv) Supervises the production of timely seasonal climate forecasts and advisories;
(xv) Ensures effective dissemination and continuous improvement of the products through feedback mechanism
(xvi) Supervises research on climate variability, climate change detection, attribution and prediction.
(xvii) Co-ordinates WMO activities that fall within the directorate;
(xviii) Ensures the implementation of the Quality Management Systems within the Directorate;
(xix) Comply with all the mandatory reporting requirements of the Authority and other relevant stakeholders;
(xx) Support in the financial resource mobilization strategy of UNMA, especially for the Directorate.
(xxi) Performs any other relevant duties as may be assigned to him/her by the Executive Director.
Qualifications and Experience:
a) An honours Bachelors’ degree in Natural Sciences obtained from a recognized University plus a Masters’ degree in Meteorology or related fields (Environmental studies, Agriculture, Forestry, Hydrology and Atmospheric Sciences) from a recognized University. Additional training in Public Administration, Business Administration or Management Studies is an added advantage.
b) At least 8 years working experience in a related field with a reputable organization, 2 years of which should be at senior managerial level.
Skills and Requirements: Data Management and Research skills with proven ability to write technical documents and communicate with international scientific teams.
