Organizational Profile:
The Government of Uganda, by an Act of Parliament (UNMA, 2012), has
transformed the Department of Meteorology under the Ministry of Water and
Environment into a semi-autonomous organization: ‘Uganda National
Meteorological Authority’ (UNMA). The transformation has included restructuring
and retooling and a new structure with new job titles have been developed in
line with the Business Plan. A summary of the job descriptions has been
advertised in two Uganda Daily Newspapers (The Monitor and The NewVision) and
one Regional (The East African).
Job Purpose:
In charge of Finance, Planning, Human Resource, General Administration and
Business development matters of the Authority.
Duties and Responsibilities:
(i) Head of the Directorate of Finance & Administration
(ii) Advises the Executive Director on Finance and Administration matters
(iii) Coordinates preparations of Annual work plans and budgets
(iv) Supervises and appraises senior staff in the Directorate
(v) Coordinates preparation and submission of reports of the Authority
(vi) Monitors the Authority’s expenditures in accordance with the approved
work plans and budgets
(vii) Ensures proper maintenance of the Authority’s records and information
(viii) Responsible for the security of the Authority’s property.
(ix) Develop training programme for the Directorate
(x) Represents the Directorate at all top management meetings of the UNMA;
(xi) Ensure the implementation of Quality Management System in the
Directorate
(xii) Promote coordination with other Directorates in the Authority;
(xiii) Co-ordinates WMO activities that fall within the directorate;
(xiv) Comply with all the mandatory reporting requirements of the Authority
and other relevant stakeholders.
(xv) Coordinate financial resource mobilization strategy of UNMA,
(xvi) Performs any other relevant duties as may be assigned to him/her by
the Executive Director.
Qualifications and Experience
a) An Honours Bachelors’ degree in Business Administration, Finance
Management obtained from a recognized University plus a Masters’ degree in
either Organizational Development, Business Administration, Finance or
Management Studies. Professional qualifications in a related field is an added
advantage.
b) At least 8 years working experience in a related field, working with a
reputable organization, 2 years of which must be at senior level.
Essential Skills and Requirements:
Management and negotiation skills with proven ability to write policy
documents and communicate with international organisations.
