Organizational Profile:
The Government of Uganda, by an Act of Parliament (UNMA, 2012), has transformed the Department of Meteorology under the Ministry of Water and Environment into a semi-autonomous organization: ‘Uganda National Meteorological Authority’ (UNMA). The transformation has included restructuring and retooling and a new structure with new job titles have been developed in line with the Business Plan. A summary of the job descriptions has been advertised in two Uganda Daily Newspapers (The Monitor and The NewVision) and one Regional (The East African).
Job Purpose:
To provide overall leadership and coordination in training and research and information management.
Main Duties and Responsibilities
(i) Head of the Directorate of Training and Research.
(ii) Advises the Executive Director on Training and Research matters
(iii) Prepares Annual work plans and budgets for the Directorate
(iv) Supervises and appraises senior staff in the Directorate
(v) Coordinates preparation and submission of reports of the Directorate
(vi) Develop training programme for the Directorate;
(vii) Coordinate training programmes for the Authority;
(viii) Represents the Directorate at all top management meetings of the UNMA;
(ix) Ensure the implementation of Quality Management System in the Directorate
(x) Promote coordination with other Directorates in the Authority.
(xi) To continuously collaborate with relevant academic institutions in the design and development of suitable course content where necessary to address the human resource development (HRD) needs of the Authority
(xii) Define a research agenda and prepare research topics related to the mandate of the Authority and relevant to the development needs of the country in collaboration with other UNMA Directorates and stakeholders.
(xiii) Coordinate the other Directorates and individual staff in the development of portfolios for operational research engagement.
(xiv) Comply with all the mandatory reporting requirements of the Authority and other relevant stakeholders.
(xv) Ensure that post-training evaluation of fellows on the relevance and quality of their training is undertaken.
(xvi) Supervise the development and implementation of public education programmes about weather, climate and climate change.
(xvii) Oversee the development of suitable materials and promote partnership linkages for sustainable awareness creation (communication strategy).
(xviii) Ensure that Library facilities are continuously equipped, updated and fully functional.
(xix) Support in the financial resource mobilization strategy of UNMA, especially for Training and research programmes.
(xx) Performs any other relevant duties as may be assigned to him/her by the Executive Director.
Qualifications and Experience:
a) An honours Bachelors’ degree in Natural Sciences obtained from a recognized University plus a Masters’ degree in Meteorology or related fields (Environmental studies, Agriculture, Forestry, Hydrology and Atmospheric Sciences) from a recognized University. Additional training in either Public Administration, Business Administration or Management Studies is an added advantage.
b) At least 8 years working experience in a related field with a reputable organization, 2 years of which should be at senior managerial level.
Skills and Requirements:
Management and Research skills with proven ability to write technical documents and communicate with international scientific teams.
