Description

Project Title:  Final evaluation of Africa Connect project (ACP Connect)

    The composition of the team of experts should be balanced to enable complete coverage of the different aspects of project evaluation (evaluation methods and techniques) as set out in theseterms of reference.

Both experts should have the following profile as minimum requirements:

·             In-depth knowledge of project evaluation methods and techniques;

·             Very good knowledge of the principles and working methods of project cycle management;

·             Experience in developing countries (direct experiences in ACP will be an asset) ;

·             Excellent report writing skills;

·             Full working knowledge of English.

·             At least one expert should have a working knowledge of French.

In addition, the experts should cover the following fields of expertise:

Qualification and Skills:

·             Postgraduate degree in organisational behaviour and development, human resource management, business administration, education administration, telecommunications, or a related field;

·             Superior computer skills in Microsoft Office (Excel, PowerPoint, etc) and or equivalent software programmes.

Professional Experience:

·             At least 12 years' professional working experience in ICT programmes and/or policy development

·             Proven in-depth knowledge of NRENs and RRENs, of GEANT and networks that have received EU funding;

·             Good knowledge and understanding of the main actors and the issues regarding the establishment of NRENs and RRENs in developing regios

·             Knowledge of the African scientific community and of the institutional and capacity development in the higher education sector will be considered as a strong asset.

Working days:  54 working days per expert
