Brief Company Profile:

The GIZ International Water Stewardship Programme Uganda (IWaSP) and GIZ Reform of the Urban Water and Sanitation Sector Reform Programme (RUWASS) are looking for a long-term national Technical Advisor in the field of Private Sector Engagement in the Water Sector and Water Resource Management.
The International Water Stewardship Programme (IWaSP) is a program of German Development Cooperation, implemented in Uganda by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH. IWaSP brings together governments, businesses, and the civil society to pool resources to tackle water resource challenges. The programme supports the Ministry of Water and Environment (MVVE) as well as other public and private institutions to improve the adaptability of water users to the impacts of climate change through private-sector participation in the reduction of shared water risks.
The position will be shared between the IWaSP Programme (50%) and the Water Resource Management Component of the Reform of the Urban Water and Sanitation Sector Reform Programme (RUWASS) (50%). The RUWASS Programme supports MWE and other public actors in their efforts towards an improved and more equitable access to sustainable water supply and sanitation as well as improved water resource management.
Responsibilities :
The successful candidate will:
• Assist the Component Manager in the management and implementation of two components:
a) Water Stewardship,
b) Climate Sensitive Water Resource Management
• Coordinate implementation of project activities on the ground in close cooperation with management
• Assist programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups, including Ministries, public institutions, private sector, civil society
• Ensure that services provided in the components are aligned with the partner's needs and the overall GIZ water programme
• Support the identification and initiation of new cooperation with the private sector
• Ensure good cooperation with relevant IWaSP staff members in the region
• Assist in monitoring, evaluation and reporting
• Implements Gender and HIV/Aids mainstreaming activities in the thematic area
• Supports knowledge management as well as good public relations and documentation, both in Uganda and in cooperation with GIZ Headquarters
Required Entry Qualifications and Competencies
• University education (minimum Master's degree) in technical science / engineering (water/water resource management/ environment/natural resources) or related field
• Minimum of 5 years of professional working experience in the Ugandan Water Sector or related field in a similar position
• Good experience in project management
 • Excellent knowledge and experience in management of natural resources, especially water
• Experience in working with national institutions, utilities and local governments in this field
• Experience in implementing public-private partnerships (experience in working with national and international businesses is an advantage)
• Experience in working with international development partners/donors is an advantage
Other Qualifications
• Excellent reporting skills
 • Very good working knowledge of ICT (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
• Ability to effectively transfer skills and knowledge
• Openness to share information and knowledge ("communicator")
• Team player in multi-cultural and inter-disciplinary team
• Fluent written and oral knowledge of English, knowledge of German being an advantage
• Ability to travel frequently within and outside Uganda Reports to: Head of Programme, through Component Manager
