Brief Company Profile:
Abt Associates seeks qualified candidates for a 5-year, Mbarara-based,
USAID-funded integrated health project. The program will advance key aspects of
USAID/Uganda’s HIV/AIDS, Health, and Education
(HHE) strategy and expand the
public sector’s contribution to achieving Uganda’s health goals. These
positions are contingent upon project award and funding.
Health Systems Strengthening (HSS) Advisor
– provides overall leadership and support for health systems strengthening
within the project. The HSS Advisor will be responsible for ensuring that
health systems strengthening activities are well designed, implemented, and
coordinated.
S/he will provide technical assistance to build the capacity of district
health teams in core
HSS functions as defined by the project.
The HSS Advisor will provide
guidance to district health management teams to strengthen health information
systems, human resources management, quality assurance, commodity
management, and will support the lower district levels (HC4 and below).
S/he will collaborate with key stakeholders in the entire health system to
develop innovative technical strategies, tools, and systems to strengthen
health systems at the district level and below.
Skills/Knowledge Required:
§ Master’s Degree (minimum), or a PhD or MD (desirable) in public health,
management, health economics, or other relevant field;
§ Eight (8) years of relevant professional experience with Master’s Degree;
§ Experience in working on at least one of the health systems building
blocks;
§ Experience in project implementation and policy reform.
