Position Summary
IREX seeks a Chief of Party to direct an expected USAID-funded rule of law program in Uganda. The program goal is to empower Ugandans to demand and assert their rights, and help increase the capacity of duty bearers to provide rights. The project will address three major areas: supporting an independent judiciary; fostering advocacy; and advancing the flow of information, including through media.
The position is contingent on funding.
Duties & Responsibilities
The COP will maintain overall responsibility for meeting program objectives. Among other duties the COP will:
- Provide vision and strategic direction for the program
- Deliver technical assistance in one or more of the program focus areas
- Develop and implement a plan of activities to meet program objectives
- Serve as primary liaison with donor(s) and with host-country government institutions
- Develop and maintain effective partnerships with local organizations
- Coordinate with local, regional and international organizations active in the justice sector, civil society, media, and governance
- Provide oversight of grant activities
- Manage and mentor project staff
- Coordinate with home office
- Oversee project budgeting and ensure budget discipline
- Oversee monitoring, evaluation and reporting on program activities
Qualifications
- A Masters' degree or higher in political science in international development or related field is highly preferred
- Experience in Uganda and/or East Africa preferred
- Minimum of 10 years of experience in development working with rule of law or human rights structures, the media, civil society and communities; including solid experience and understanding of rule of law, rights, democracy in developing countries and enabling environments, the role of intermediary support organizations, advocacy and citizen engagement, and CSO financial and organizational sustainability
- Experience interacting with host country government agencies, in particular the judiciary, Parliament, development partners, media and civil society organizations
- Demonstrated team player with visionary leadership
- Excellent managerial and operational experience, preferably in managing large donor projects
- Demonstrated experience coordinating projects or activities with multiple implementing partners or institutions in Uganda or the region
- Experience working with USG supported projects and knowledge of financial rules and regulations at a senior level
- Experience in mentoring, coaching and skills transfer
- Experience in developing activity work-plans, budgets, managing implementation, staff and short-term technical assistance
- Excellent representational and communication skills, written and oral proficiency in English
