Position Summary

IREX seeks a Deputy Chief of Party to assist in managing an expected USAID-funded rule of law program in Uganda. The program goal is to empower Ugandans to demand and assert their rights, and help increase the capacity of duty bearers to provide rights. The project will address three major areas: supporting an independent judiciary; fostering advocacy; and advancing the flow of information, including through media.


The position is contingent on funding.

Duties & Responsibilities

    Assist in overall program management to ensure all program objectives are met

    Develop and maintain effective collaborations with program partners and key stakeholders

    Responsible for the technical direction and oversight of the judicial strengthening component

    Support judicial independence and integrity as a crucial component of governmental checks and balances; and as mechanisms to help protect citizen human rights

    Support strategic litigation and adjudication efforts aimed at protecting human rights and entrenching democratic rule of law

    Oversee financial and administrative functions; monitoring, evaluation and reporting of program activities; and management of program staff

    Represent IREX and support its organizational development

Qualifications


  •     A Master's degree in law, political science, international development, or in a related discipline such as social science is highly preferred.
  •     Have demonstrated experience of the judiciary and legal systems in Uganda
  •     Possess a minimum of 5 years of work experience in human rights, rule of law, democracy, or governance with a particular focus on entrenching multiparty democracy
  •     Have 3 years' experience in providing technical assistance and capacity building (technical, organizational and financial management) support to government institutions and or civil society organizations
  •     Experience interacting with host country government agencies, in particular the judiciary, Parliament, development partners, media and civil society organizations
  •     Demonstrated team player with visionary leadership
  •     Experience working with USG supported projects and knowledge of financial rules and regulations at a senior level
  •     Experience in mentoring, coaching and skills transfer
  •     Excellent representational and communication skills, written and oral proficiency in English
