In 2012, ACDI/VOCA was awarded a USAID-funded Title
II cooperative agreement to implement the “Resiliency through Wealth, Agriculture, and
Nutrition in Karamoja (RWANU)” program in Karamoja, Uganda. The RWANU Program seeks to reduce food
insecurity among vulnerable populations, working across 16 sub counties in Amudat, Moroto, Napak and
Nakapiripirit districts. Specifically the program will address
(1) improved availability and access to
food; and
(2) reduced malnutrition in pregnant and lactating mothers and children under five. The Program will
promote diversified livelihoods strategies incorporating linkages to market in a vulnerable population value
chain approach to ensure long-term food security and resilience to shocks. As prime implementer ACDI/VOCA
is recruiting a Deputy Chief of Party (DCOP).
Position Description:
The DCOP will be the senior
field-level manager and representative with primary responsibility for coordinating, planning and
implementing of technical activities to achieve program targets.
The DCOP will be a strong strategic planner, and
support the COP in all aspects of program management; in the absence of the COP, the DCOP will assume
responsibility for the overall program.
The DCOP is based in the main program office in Moroto.
He/she will directly supervise the Livelihoods
Director and liaise with sub-recipient’s technical
managers, including a Health & Nutrition Director and a Senior Veterinarian. The DCOP will ensure
integration and coordination across consortium teams and the establishment of a “one team” approach to
implementation. He/she will promote a shared vision and understanding of the program with all staff and
program stakeholders.
Qualifications:
• Advanced degree in the field of agriculture, SME
or rural development or similar degrees with a keen understanding of vulnerable population value chain
approach.
• Seven years’ experience at similar levels managing
complex, multi-faceted rural development programs.
• Relevant food security/livelihoods experience;
experience working with agro-pastoralist populations
preferred.
• Strong familiarity with USAID rules and
regulations required.
• Excellent oral and written communication and
analytical skills; ability to work efficiently and quickly under pressure.
• Proven ability to meet all expectations as
expressed in the above position description.
