Background:
Kindernothilfe (KNH) is a registered charity
Non-Governmental Organization founded in 1959, with headquarters in Duisburg,
germany, working with 283 partners in 30 countries - in africa, asia, latin
america and Eastern Europe. Since 1980s Kindernothilfe (KNH) has been
supporting projects in Uganda. One of the approaches supported, was centre
based skills training (CeBTs). In 2004, an evaluation of Vocational Training
Institutes (VCTs) was done & recommendations of the evaluation were the
basis for the shift of KNH support from supporting Centre Based Training
(CeBTs) to Community Based Training (CBTs).
Purpose of the
evaluation:
The evaluation is intended to answer specific questions on
the relevance, effectiveness, efficiency, outcomes and sustainability of
KNH-supported CBT in Uganda. In addition, the evaluation is to provide an
assessment of the outcomes of CBT at the four sites at individual and community
level and – based on the findings and the budget allocated to each VTC
– also provide an opinion on the efficiency of the four training
programs.
The evaluation is further expected to identify best practices
to guide strategic decisions on future CBT design and implementation.
scope and time frame
A total of 4 CBT projects shall be covered: Jinja, masaka,
mbale and lira. The evaluator will be required to look at not less than two
cohorts of ex trainees, per project. The same applies to current
trainee cohorts. It’s anticipated that the evaluator shall
spend not less than two field work days, per project. The evaluation is
supposed to take place between June and July 2013. The final report must be
sumitted between July / August 2013. The assignment can be completed within 27
- 30 working days.
Deliverables:
l Inception report After the preparatory meeting share a
detailed inception report to KNH Country Coordination Office and KNH. The
report shall provide more information on:
the selection of key informants and
respondents
the proposed sample sizes
the proposed evaluation schedule
the roles and responsibilities of the
evaluation team and the partners.
a description of the refined
methodology as well as developed data collection tools. l Draft report
and final report
The draft evaluation report shall be submitted within two
weeks after completion of data collection. The final report shall be submitted
within one week after receipt of the feedback of the KNH country
coordinator, the CBT partners and KNH. Format of report are
in the detailed ToR. All reports are to be submitted in English. Consultants
requirements:
The Consultant(s) intending to undertake this evaluation
should have the following qualifications/ competencies:
Lead Consultant should have a minimum
Master’s degree in Social Sciences, Development Studies, Economics,
Development Evaluation, or related fields
3 years of experience in the evaluation
of development projects
Expertise in the collection &
analysis of quantitative and qualitative data
Demonstrated skills and experience in
conducting impact/outcome oriented program evaluations in related areas
(community development, community-based vocational skills training, economic
strengthening, business development)
Good knowledge of economic, social, and
political empowerment strategies
Familiarity with local languages in
used in mbale, lira, Jinja and masaka districts.

required to submit a technical proposal comprising:
the evaluators’ understanding of the
TOR
an outline of the methodology that the
evaluator suggests in order to meet the purpose and the objectives of
the evaluation
an evaluation framework based on the
specific evaluation questions that have been prepared
a time-schedule for the evaluation
based on the expected scope,
- a detailed financial offer which is to include professional
fees and eligible costs like stationery, travel, communication, transport
costs, etc.
- The CV of the persons involved in the evaluation with
their roles and responsibilities in the evaluation process
- Proof of previous similar assignments that they have
conducted.
