Senior Programmer (Data Base Development/ Administration)
Reports to: M&E Specialist
(secondment to Central
Public Health Laboratories (CPHL))
Location: Kampala, Uganda
Contract Duration: 12 month (with a possibility of
extension subject to project extension)
Management
Sciences for Health (MSH) is an international non-profit, public health
organisation with headquarters in USA, whose purpose is to strengthen health
programs worldwide.
MSH Uganda is currently running a number of
USAID and other donor funded projects including SURE, both in Kampala and other
parts of the country.
SURE (Securing
Ugandans’ Right to Essential Medicines) will ensure that the population of
Uganda has access to adequate quantities of good quality essential medicines
and health supplies (EMHS) by strengthening the national essential medicines
and health commodities supply system.
MSH now invites
applications from suitably qualified candidates for the following positions:
The Senior
Programmer will play a critical role in developing data management systems at
CPHL. S/he is responsible for developing, updating, maintenance and validation
of databases and for the generation of adhoc analysis report for all elements
in the system. The Senior Programmer will closely work with the IT department,
M&E Specialist,
Program
Coordinators and CPHL top management. S/he will also collaborate with the
Ministry of Health (MOH)
Resource Centre,
selected laboratory HUBs, CDC, and other implementing partners involved in
laboratory activities. In addition the Senior Programmer will:
• Develop new
applications from beginning to end.
• Integrate
Laboratory information into DHIS 2
• Design and
maintain enterprise architecture for CPHL
• Gather user
requirements and develop databases
• Develop
documentation, train users and super users, and set up helpdesk
• Review and
approve data collection material, data review ground rules and database design
according to Standard Operating procedures and protocol.
• Retrieve and
compile data from the DHIS2 server for creation of specific M&E files
• Assist in the
creation of analysis reports against the indicators
• Provide system
training for new and existing mentors, supervisors, district laboratory focal
persons & District Biostatisticians.
• Manage and
supervise the Data team staff.
Key qualifications
and Skills
1) Bachelor’s
degree in Computer Science or a related field
2) Minimum 5 years
experience in design and development of applications and databases
3) Experience in
gathering user requirements and information analysis
4) Able to
collaborate and communicate at a senior level with the other government and
donor entities and develop policies
5) Ability to
apply technical standards, principles, theories and techniques
6) Experience with
programming languages such as Java, C++, Python
7) Ability to use open source or commercial
GIS software
8) Database
systems experience with MySQL, SQL Server, Oracle
9) Possesses
problem solving capabilities
10) Excellent
verbal and written communication skills
