Post Title:  Senior Technical Officer, Laboratory (secondment to Central Public Health  (CPHL))
Reports to: CPHL -National Laboratory Logistic Coordinator (primary)
SURE -Senior Technical Advisor, Systems Strengthening (secondary)
Location: Central Public Health Laboratories (CPHL), Kampala
Contract Duration: 12 month (possibility of extension subject to project extension)
 
Management Sciences for Health (MSH) is an international non-profit, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide.
 MSH Uganda is currently running a number of USAID and other donor funded projects including SURE, both in Kampala and other parts of the country.
SURE (Securing Ugandans’ Right to Essential Medicines) will ensure that the population of Uganda has access to adequate quantities of good quality essential medicines and health supplies (EMHS) by strengthening the national essential medicines and health commodities supply system.

MSH now invites applications from suitably qualified candidates for the following positions:

Overall Responsibilities:
Under the guidance of the National Laboratory Logistics Coordinator and the Head of Central Public Health Laboratories (CPHL), the Senior Technical Officer will provide technical assistance to the Logistics Management Unit (LMU) at CPHL and other partners. S/he will support a range of programs, but primarily focus on strengthening logistics management information systems (LMIS) for laboratory commodities to support the national HIV/AIDS program and improving supply chain management practices. The officer will support the supply chain rationalization process, integration and harmonization of laboratory commodity management with EMHS at all levels. In addition the job holder will:
• Work with the resource center to integrate laboratory logistics and M& E data into the DHIS 2
• Identify interventions that can assist in strengthening the information management systems in CPHL and DHIS2 to provide timely information to assist in decision making;
• In collaboration with laboratory staff at NMS, JMS and MAUL, monitor the functioning of the laboratory commodity distribution system, ensuring that stock outs and overstocks at the laboratories and testing centers are avoided or kept to the minimum
• Use information generated from the data management system to identify LMIS training needs and provide onthe- job trainings at service delivery points
• Support MOH efforts on harmonization and standardization to ensure that logistics management of reagents, consumables and maintenance of automated testing machines is taken into consideration
• Ensure that selection and implementation of automated LMIS tools and systems for the
management of laboratory reagents and consumables are appropriate to supply chain
• Support implementation for monitoring the credit line (financial tracking system) at central and lower levels and build capacity of Health Facilities’ in monitoring
financial performance.
• Support improved quantification and supply planning for laboratory reagents and related commodities and provide information for procurement planning
• Support the roll out of laboratory SPARS/SLMTA in the identified districts of implementation

Qualifications
Degree in medical or clinical laboratory technology, public health, business administration, logistics or any related field
 2) Training in logistics management will be an added advantage
3) Knowledge of appropriate methods for data analysis and reporting
 4) Experience in managing lab commodities, including supply planning,
quantification, and/or forecasting as well as implementing laboratory information systems
5) 4 years experience in logistics management, warehousing and distribution
operations, preferably in the medical, clinical laboratory or pharmaceutical industries
 6) Experience in DHIS2 will be an advantage
7) Strong analytical skills, including the ability to analyze business processes, information systems, organizational policies, and human resources
 8) Knowledge and comprehensive understanding of Uganda’s public health sector and working experience in Uganda
9) Experience with procedures for internal and external quality control, total quality management
10) Experience with ISO certification practices a plus

11)Excellent skills in representation, liaison and collaboration with government, private, and non-governmental organizations.
12) Demonstrated skills in Microsoft Office Suite applications or similar packages, including Word, Excel, Project, Visio and PowerPoint
13) Fluency in spoken English and ability to write lucid reports and documents
14) Ability to work in a team and independently
15) Excellent interpersonal skills, sound judgment, communication skills, and ability to
identify and resolve operational constraints.
