Background
Enabel in Uganda is seeking to recruit dynamic and competent
individuals to fill 2 vacancies for the position of Governance and
Accountability Officer in the project offices in Fort portal and Jinja.
The person is responsible for supporting local stakeholders
in developing formal and informal spaces for collaboration between public
actors and civil society at the local level as well as boost innovative ideas
(and consolidating existing ones) for direct citizen engagement and
participation
Tasks and
Responsibilities
Ø
You will conduct participatory analyses in each
district on current practices of multi-actor planning, implementation, and
monitoring.
Ø
You will develop actions to strengthen
multi-actor coordination, as well as plan and monitoring the inclusion of
refugee needs and opportunities to feed into local programming and services;
Ø
You will ensure efficient and effective budget
implementation of activities in education and health projects.
Ø
You will provide relevant information to advance
the cause of citizen participation and engagement at international, national,
and sub-national levels
Ø
You will Coordinate with the research and
development agencies in the regions to field test and disseminate innovations
and practices designed for the conditions in the project districts;

Qualifications and
Experience
Ø
A Minimum of Master's degree in social sciences,
political sciences, law, public administration, human rights, economics, or
other areas closely relevant.
Ø
At least 5 years of relevant experience in
support of local governance processes
Ø
Sound experience of approaches and tools for
citizen participation and engagement at the local/sub-national level
Ø
A minimum of 3 years of experience in program
management, monitoring, and evaluation, and policy development in support of local
governance processes
Ø
Experienced in approaches and tools for
facilitating multi-stakeholder processes, participatory approaches
Ø
Experience with qualitative and quantitative
M&E methods.
Required Knowledge
and Skills
Ø
Demonstrated knowledge of the decentralization
context policies and institutions in Uganda particularly about the
delivery of social services
Ø
Sound knowledge of action learning mechanisms
and participatory action research
Ø
Competences in change management, learning, and
knowledge management;
Ø
Clear and concise writing skills for reporting,
administrative, and technical documents;
Ø
Communication, presentation, and facilitation
skills;
Ø
Creative thinking and being proactive i.e.
taking initiative and responsibility at the same time
Ø
Good working knowledge of ICT technologies
(related software, phone, email) and computer applications (e.g. MS Office).
