Job Purpose: The Procurement Officer will
be responsible for providing efficient and timely procurement
services for the
Unit both locally and internationally. They ensure best value for money at all
times and upholding the highest standards of ethical conduct in all dealings
with suppliers and contractors as a result, are compliant with the UK fraud and
bribery Act, Ugandan Public Procurement Policy and MRC policy on financial
governance
Background Information
Established in 1988, the
MRC/UVRI Uganda Research Unit is an internationally recognized
center of excellence for
research on HIV infection and related diseases, contributing
knowledge on the evolving
epidemic, the evaluation of innovative health care options,
treatment and prevention,
and the development of health policy and practice in Africa and
worldwide. The Unit’s head
offices are located at the Uganda Virus Research Institute-
Entebbe Campus, and the main
research activities in Masaka, Kalungu, Kampala and Wakiso
districts, including the
peri-urban areas of Entebbe.
Roles & Responsibilities
· Preparing and
issuing of purchase orders for local and international purchases in the
Navision accounting system with all associated tasks.
· Conducting daily
update of the intranet on all progress pertaining to the daily procurement
transactions.
· Solicitation for
quotations and analysing the quotations in a way that fully complies with all
relevant purchasing SOP and policies.
· Supporting the
tender process with all associated tasks for values above £20,000.
· Ensure that
services offered by a supplier match the specifications, terms of references
and scope of works for goods, services and draft contracts in liaison with
project leaders and users.
· Follow up on
delivery of orders and resolve discrepancies, delays or complaints that arise
and take appropriate actions
· Maintain and update
the approved suppliers’ database as well as supplier relationship management.
· Managing,
coordinating and monitoring procurement functions in accordance with approved
policies and procedures and business best practices.
· Working closely
with freight and clearing agencies both locally and internationally to ship
goods and clear through customs.
· Guiding the
suppliers and the MRC/UVRI staff on procurement procedures; Liaising with and
maintaining good relationships with suppliers to ensure timely delivery of
goods and services; overseeing the development and finalization of all
specifications for all requirements;
· Assisting the Unit
in the identification of reliable sources of supply by: Conducting market
research by reviewing catalogues and trade directories, interviewing sales
persons, browsing internet and keeping abreast of technological innovations;
· Maintaining and
updating preferred suppliers’ database as well as supplier relationship
management.
· Maintaining and
updating the contract register for all contracts.
· International and
local purchase reconciliations through the oracle and dynamics systems.
Specification:
· Bachelor Degree in
Procurement and Supply chain Management.
· Full/Part Chartered
Institute of Procurement and Supply (CIPS) will be of an added advantage.
· Two years’ work
experience in a busy procurement office of an international organisation.
· Work experience in
a similar position within a Medical/Scientific organization will be of added
advantage.
· Experience working
with the Navision ERP package, MS Office programs, knowledge of Ugandan Public
Procurement Act
