Organizational Profile:
The Rural Electrification Agency (REA) is the Secretariat of the Rural
Electrification Board (REB) as established by Statutory Instrument 2001 No. 75.
The REB’s main function is to oversee the management of the Rural
Electrification Fund (REF) and facilitate the development and implementation of
the Government’s Rural Electrification Programme. The execution of this
programme requires additional manpower in the areas of electricity distribution
network designing, project and contract management and construction
supervision.
Main Purpose:
The position is located in Kampala but with a lot of fieldwork and will
report to the Manager Projects Development and Management. The primary purpose
will be to oversee electricity construction works and contract management for
the different projects countrywide.
He/she will represent the Agency in the management of projects under
implementation, liaising with key stakeholders to ensure smooth implementation.
Key responsibilities include:

Represent the Agency in the
management of rural electrification projects, including facilitation of
stakeholder site meetings.
·
Review engineering designs and
participation in project development.
·
Supervise construction work for
quality compliance.
·
Monitor progress and ensure
timely completion of works
·
Contract management
·
Facilitate commissioning and
handover of completed distribution networks
·
Monitor environmental and social
compliance.
·
Review payment certificates and
consultancy fee notes and invoices
·
Any other duties specified by the
Head of Department.
Person Specification:
·
A Bachelor’s Degree in Electrical
Engineering from a recognized University with a bias in heavy current.
·
Post graduate training in a
related field would be an added advantage.
·
Working experience of at least 5
years, with at least 4 years experience in implementation of electricity
distribution projects.
·
Extensive experience in
electricity construction supervision and project management
·
Extensive knowledge of power
system commissioning and maintenance practice.
·
Knowledge in design of
electricity distribution networks
·
Well developed interpersonal, communication
and public relations skills.
·
Proven ability to work as a
member of a senior management team.
·
Age limit of not more than 38
years.
Conditions of Service:
Attractive remuneration package on a 4-year contract will be negotiated.
