Job summary:
Coordinate her/his activities with other stakeholders in the regions for
provision of professional technical support and guidance on activities within
the areas of WASH, develop/formulate appropriate project proposals and
assistance activities to be incorporated into the relevant country programmes
of AAH-I, in order to ensure wider reach out to the refugees and displaced
communities, and ensure their close involvement in the delivery and management of
Water, Sanitation & Hygiene (WASH) services.
Duties and Responsibilities
· Develop, nurture and
sustain relationships with relevant local stakeholders including local
government and ministries, donors, NGOs and other agencies working in areas of project
implementation;
· Coordinate with other NGOs
in the region to ensure sharing of knowledge and resources and develop
relationships with project partners and key stakeholders in project
implementation.
· Carry out a technical
assessment to establish the specific aspects of repair and rehabilitation of
water systems in target locations and prepare strategies for corrective action
including rehabilitation and development of new sources as needs demand.
· Coordinate and monitor project
implementation and ensure timely completion of activities in line with the
overall activity time frame plan and WASH program budget.
· Liaise with AAH staff (WASH
project officers) to ensure that the programme is well understood, and that information
is available for publications, briefings, fundraising, etc.
· Carry out water quality
analysis and train local staff in water quality monitoring. This includes
developing regular water quality monitoring schedules and keep records of water
quality surveillance of all water points in the target locations.
· Write and compile high
quality narrative and technical reports of the WASH project activities within
agreed reporting schedules in line with project objectives and AAH reporting guidelines.
· Work with contractors and
hydro geologists to identify locations for new water points, create a linkage
in the operation and maintenance of water points and sanitation facilities, and
ensure that all work done conforms to minimum standard in engineering design,
and workmanship in compliance with contract documents and project guidelines.
· Provide technical support
to other project staff in the implementation of projects including ensuring
well-integrated hygiene awareness and promotion components that will ensure
community mobilization and involvement for sustainability.
· Recruit a team of volunteer
Community Hygiene Promoters and prepare training programmes for
community/village based pump-mechanics on installation of pumps for newly hand
dug wells.
· Support the development of
funding proposals as appropriate in line with AAH resource mobilisation
policies and guidelines.
· Promote learning based on
project objectives and activities and ensure documentation and sharing of
learning with all stakeholders;
Minimum Qualifications and Professional Experience:
· Bachelors’ degree in Civil
Engineering with an Ordinary Diploma in Water Engineering, Public Health
Engineering, or Environmental Health Science Studies, Hydrology or Water
Resources Development.
· Minimum 3 years of
progressively relevant professional working experience in WASH related
activities. At least 1 year of this experience should be with an international
humanitarian organization dealing with large scale emergencies or
displaced/refugee situations and, should be directly relevant to the current
position.
· Applied knowledge in
programme management, project formulation, programme cycles and reporting
standards.
· Expertise in planning,
formulation, implementation, monitoring and reporting on humanitarian
operations.
· Excellent knowledge of
English and French (written/ oral/ comprehension).
· Proven technical expertise
in area of WASH assessment including surveys, programme implementation,
monitoring and evaluation, and coordination is required.
· Proficiency in basic
computer software such as MS Access, Excel, PowerPoint, Word, water modeling
software, GIS.
· Ability to ride motorcycle,
with a valid rider permit
