MSH is recruiting for senior-level managers and technical
experts in anticipation of an upcoming procurement to strengthen the Government
of Uganda's health system and to improve the availability and accessibility of
essential medicines and health supplies (EMHS).
All positions are based in Kampala, Uganda, and are
subject to project award and funding.
1. SENIOR TECHNICAL ADVISOR — HEALTH FINANCING:

The Senior Technical Advisor, Health Financing, will
provide leadership and technical assistance to the Ministry of Health to ensure
affordable EMHS availability in an equitable manner to the people of Uganda and
ensure optimal use and management of limited resources at all levels.
S/he will
contribute to the development and implementation of policies, approaches and
strategies that will strengthen the financing and financial management of EMHS.
Qualifications:
Master's degree in Health Economics or Health
Policy/Planning with specialization in health financing and or health
economics; Minimum of 5 years of experience in the area of health care
financing related to pharmaceuticals; Knowledge and experience with designing
and introducing health insurance or cost recovery schemes; Experience with
development and implementation of financial and commodity tracking systems at
central level and facility level; Experience with capacity building in regards
to financial management; Knowledge of Uganda's public health sector and
experience on a USAID-supported health project is desirable.
2. SENIOR LABORATORY ADVISOR:

The Senior Laboratory Advisor will strengthen the policy,
procedures, systems and capacity that relate to laboratory supplies
quantification, financing, ordering and reporting, distribution, stock and
storage management and logistic information systems.
Qualifications:
A degree in Laboratory Sciences with a post graduate
qualification in Biochemistry, Microbiology or Hematology or related laboratory
field; Minimum of 10 years of experience in laboratory management including
strengthening laboratory systems and laboratory accreditation in international
settings; Experience in laboratory logistics and supply chain management;
Knowledge and comprehensive understanding of Uganda's public health sector.
3. SENIOR TECHNICAL ADVISOR — RATIONAL USE OF MEDICINE:
Job ID: 13-7371
The Senior Technical Advisor, Rational Use of Medicine
will be responsible for activities related to rational use of medicine.
He/she will work with internal and external stakeholders
to improve rational use of medicine especially in the public health sector
throughestablished rational use of medicine networks and committees and
development of reference material used by the dispensing and prescribing staff.
Qualifications:
Master's degree in a health area, such as pharmacy,
medicine, or public health; medical doctor or clinical pharmacist preferred.
Strong clinical skills are a requirement; Minimum of 5 years of experience in
pharmaceutical management and preferably with essential medicine concept and
rational use of medicine; Comprehensive
understanding of Uganda's public health sector and previous experience with
USAID-supported programs desirable.
