I. Background
The Strengthening Partnerships. Results and Innovations in
Nutrition Globally (SPRING) Project. is a five-year cooperative agreement
funded by the U.S. Agency for International Development (USAID). SPRING's
overarching vision is to prevent stunting and reduce anaemia, with particular
emphasis on intervening during the first 1000 days - from conception through a
child's second birthday.
The SPRING Project is managed by the JSI Research
& Training Institute. Inc. (JSI). with support from 4 key partner agencies:
Helen Keller International: the International Food Policy Research Institute:
Save the Children; and the ManoH Group.
Job Description
The Nutrition Specialist works under the supervision of the
Nutrition Advisor and as a liaison with the District and Sub County Technical
Teams. The Specialist is responsible for

nutrition assessment, counseling
and support (NAGS) com pone ey
services at community levels.
Specifically. the Nutrition Specialist will be responsible
for the following tasks:
1. ASSisting
in the review of existing nutrition behavioral and capacity building materials
for which interventions can be applied at community level;
2. Participate
in the development. updating. pre-testing and finalization of nutrition social
and behavioral change communication tools, guides and strategies;
3. Train,
supervise and support district, sub county and community level service
providers in the delivery of nutrition services
4. Developing
standards of operations for implementation of nutrition services at community
levels;
5. Providing
technical assistance to SBC team members and community service providers for
integration of nutrition services into ongoing developmental interventions at
community level;
6. liaising
with district and lacillty teams to identily ways of improving
community-lacijty linkages for health and nutrition services;
7. Supporting
coordination mechanisms at district level for nutrition and HIV efforts by
providing technical support to the district food and nutrition committees
8. Monitoring
and reporting the progress in implementation of community based nutrition
progress routinely;
9. Prepare a
detailed annual, quarterly and monthly work plans to integrate both treatment
and preventive services to reach pregnant and lactating women, children under
the age of two years (the first 1,000 days) as well as people living with HIV
at community level;
10. Support
the dissemination and application of nutrition materials/tools to facilitate
the standardization of nutrition services for integration into social.
agricultural and other health services. The Nutrition Specialist shall also
contribute to orientation and technical assistance to nutrition and other
service providers on the use of materials/tools for integrating nutrition
services into other services using the NACS framework;
11. Liaise
with the Nutrition Coordination Committees at district and sub county levels to
support coordination mechanisms for nutrition services. The Nutrition
Specialist shall participate in and contribute to the strengthening of the
coordination committees on nutrition. He/she shall also coordinate with the
District Health Teams, and in collaboration with the Strategic Information
team, to incorporate appropriate nutrition indicators into the Sub County and
District Development Plans and subsequently use data to program and contribute
to district and Sub County decision-making;
12. Support
and work closely with the community mobilization specialists. district-and sub
county development officers. health inspectors/ assistants in the
implementation of nutrition support services at the community level;
13. Actively
identify case studies; document and share lessons learnt in implementation of community based nutrition
interventions for the prevention of stunting and anaemia.
Monitoring and
Evaluation
t. Ensure
that weekly. monthly and quarterly community based nutrition wor
plans are developed and reviewed, and receive final internal
approval in a timely manner;
2. Share the
plans and progress reports with District and Sub County leadership, as
appropriate;
3. Support
in planning and organizing quarterly feedback /Iearning sessions/meetings at
district and community levels;
4. Work
closely with SPRING/Uganda's technical and Strategic Information teams to
ensure program implementation IS of the highest quality;
5. PartiCipate
In reviewing project progress and written reports for the district;
6. Review
progress reports for quality and accuracy. and submit to supervisor or his/her
designee;
7. Represent
SPRING/Uganda in district and Sub County technical and coordination meetings
and activities.
Requirements
1. Bachelors'
degree in Nutrition.
2. At least
3 years of proven experience in implementing community mobilization, health and
community based nutrition interventions.
3. Experience
working in health and nutrition programs including NACS.
IMAM and Infant and Young Child leeding counseling.
4. Proven
track record that demonstrates leadership skills. project management, budget
and resource management experience, and client relationship management
capability.
5. Demonstrated
effective communication skills in working with district, government, implementing
partners and USAID Mission.
6. Experience
working across multiple sub agreements and partners; ability to work well with
people at all levels. Team player with ability to work with staff, partners and
beneficiaries of different backgrounds.
7. Attention
to detail and excellent written and oral communications and negotiating skills;
proficiency in English and Runyankole is a musl.
8. Familiarity
01 Ntungamo district and local government seffings.
9. Strong
initiative and self-motivation required, with a commitment to
teamwork and effectiveness within a dynamic
multi-disciplinary project.
