• An Honours Bachelor’s Degree in Procurement, Purchasing and
Supplies/ Logistics Management or an Honours Bachelor’s Degree in Economics,
Business Administration or Commerce with procurement option from a recognized
University/Institution; or
• A full professional qualification in procurement and
supplies management, such as Chartered Institute of Purchasing and Supply
(CIPS) or International Supplies Management (ISM) from a recognized
University/Institution.

Key responsibilities
• To liaise and ensure effective communication with end-user
departments and collate their procurement requirements

on the status of their procurement requisitions
• To guide suppliers on procurement procedures

PURPOSE OF THE JOB
• To provide accounting and financial management systems
support to the Parliamentary Service.
PERSON SPECIFICATIONS
Education and Qualifications
• An Honours Bachelor’s Degree (accounting option) from a recognized
University; or
• A full professional accounting qualification such as CPA
or ACCA Skills and Abilities
• Computer literate and ability to work with accounting
software
• Ability to work under minimum supervision
• Analytical skills
• Ability to detect and report accounting problems and take corrective
action
• An eye for detail
Key responsibilities
• Enter procurement requisitions in the Integrated Financial
Management System (IFMS)
• Reconcile Parliamentary Commission Bank accounts
• Issue Uganda Revenue Authority (URA) Bank Payment Advice Form
(BPAF) online for Non Tax Revenue (NTR)
• Receipt NTR on the IFMS and compile monthly NTR Returns
• Liaise with URA on Pay As You Earn (PAYE) and Withholding
Tax (WHT) issues
• Verify staff payroll for accuracy and completeness, and
prepare salary pay change reports
• Liaise with Ministry of Public Service and Ministry of
Finance on payroll issues
• Prepare payment vouchers and cheques for Parliamentary
Staff Welfare Fund (PSWF) and post the transactions into the PSWF computer
module.
• To perform any other duties that may be assigned from time
to time

PURPOSE OF THE JOB
• To ensure proper receipt, maintenance and dispatch of
stores Education and Qualifications
• A Diploma in Stores Management, Procurement, Logistics
& Supplies Management from a recognized University/Institution
Skills and Abilities
• Good stores and logistics management skills
• Ability to use stores related instruments, documents and
computer software
• Good organizational and interpersonal skills
• Should have an eye for detail
Key responsibilities
• Keep all stores items secure, well arranged and easily
accessible
• Prepare and maintain inventory
• Maintain stores ledgers for non-fixed assets
• Maintain accurate database, register and ledger for fixed
and nonfixed assets
• Monitor the location and condition of fixed assets
• Prepare and submit quarterly reports.
• Any other duties as may be assigned from time to time.
