International Relations, Mass Communication, Journalism and Communication or
Social Sciences with International Relations as an option from a recognized University/Institution

Key responsibilities
• Plan, organize and provide protocol support at all
official events of Parliament.
• Maintain a database of all MPs and staff travel documents.
• Maintain a database of all guests (foreign and local) to
Parliament.
• Update members and staff of Parliament on the latest
travel information.
• Liaise with passport office for renewal of travel
documents.
• Liaise with foreign missions on issuance of visas.
• Handle and manage Parliament’s study visits and guided
tours.
• Handle all protocol matters of Parliament’s VIP guests.
• Monitor diplomatic courtesies and ensure that Parliament
receives a positive image

Key responsibilities
• To coordinate the research and documentation functions in
the department

• To write articles for publication in newspaper columns and
generate and respond to FAQ’s on the website and other information requests

• To provide manual and electronic library support services.
PERSON SPECIFICATION
Education and Qualifications
• An Honours Bachelor’s Degree in Library and Information
Science from a recognised University/Institution.
Skills and Abilities
• Knowledge of library tools, systems and resources.
• Knowledge of metadata and communication standards and classification
systems.
• Ability to manage and use an Integrated Library Systems
(ILS) e.g. Koha and Dspace
• Proficiency in computer applications, including database
systems packages and Windows packages.
• Ability to work under minimum supervision
• Good communication, interpersonal and customer care skills
Key responsibilities
• To catalogue, index, classify and abstract all materials
using a standard bibliographic utility, ILS (Koha), classification scheme (DDC),
etc
• To perform the library systems’ upgrade and
implementation, backups, client troubleshooting and monitor the ILS server performance.
• To manage the processing of and access to electronic
resources (Subscription to e-resources and electronic library using Dspace)
• To coordinate with other sections in order to
upload/update and edit information on the Intranet and parliamentary website.
• Maintain integrity of the library databases by
distributing and performing database maintenance tasks and improve, establish
and document all cataloguing policies and procedures as they relate to format
types, collections and general practice.
