REPORTS TO: SENIOR PROTOCOL OFFICER
PURPOSE OF THE JOB:
• To provide protocol and related support services to Members of Parliament and staff.
PERSON SPECIFICATIONS:
Education and Qualifications
• An Honours Bachelor’s Degree in Diplomacy & International Relations, Mass Communication, Journalism and Communication or Social Sciences with International Relations as an option from a recognized University/Institution
Skills and abilities
• Communication and interpersonal skills
• Ability to work for long hours with minimum supervision
• Excellent problem solving skills
Key responsibilities
• Plan, organize and provide protocol support at all official events of Parliament.
• Maintain a database of all MPs and staff travel documents.
• Maintain a database of all guests (foreign and local) to Parliament.
• Update members and staff of Parliament on the latest travel information.
• Liaise with passport office for renewal of travel documents.
• Liaise with foreign missions on issuance of visas.
• Handle and manage Parliament’s study visits and guided tours.
• Handle all protocol matters of Parliament’s VIP guests.
• Monitor diplomatic courtesies and ensure that Parliament receives a positive image
• Any other duties as may be assigned

PERSON SPECIFICATIONS:
Education and Qualification
• An Honours Bachelor’s Degree in Mass Communication, Journalism and Communication, or an Honours Bachelor of Arts Degree with
Communication and Public Relations studied as subjects from a recognized University/Institution
Skills and Abilities
• Good writing skills
• Good oral communication and public speaking skills
• Ability to work well with the media
• Excellent interpersonal skills
• Ability to work for long hours with minimum supervision
Key responsibilities
• To coordinate the research and documentation functions in the department
• To liaise with public and private organizations for acquisition of news and information vital for parliamentary activities
• To coordinate media accreditation and other activities of the UPPA at Parliament and produce scripts for the media houses as may be required
• To write articles for publication in newspaper columns and generate and respond to FAQ’s on the website and other information requests
• To develop radio and television talk show schedules
• To prepare and provide the content/information for posting on the Parliament website, and update information on the electronic notice board
• To generate content for brochures and guidebooks as well as manage the production of the Parliamentary newsletter and other publications
• To prepare information kits for use during public education programmes

 PURPOSE OF THE JOB:
• To provide video and still picture coverage of Parliamentary activities, events and ceremonies and maintain a database of records/recordings for retrieval
PERSON SPECIFICATIONS:
Education and Qualification
• An Honours Bachelor’s Degree in Mass Communication or Journalism & Communication from a recognized University/ Institution
Skills and abilities
• Good digital editing skills
• Video and still camera handling skills
• Good communication and interpersonal skills
• Ability to work for long hours with minimum supervision
Key responsibilities
• To capture video and still pictures of Parliamentary activities, events and ceremonies
• To select the most appropriate pictures for print or visual publication
• To process and present finished work in a format or storage required by the recipient
• To archive and store photo/picture records for reference purposes as and when required
• To provide technical advice on specifications and handling of procurements
• To ensure proper maintenance of equipment for the unit
• To perform any other duties as may be assigned

CLERKS DEPARTMENT

REPORTS TO: SENIOR CLERK ASSISTANT
PURPOSE OF THE JOB
• To provide administrative and secretariat support services to the Plenary and Committees of Parliament
PERSON SPECIFICATIONS:
Education and Qualifications
• An Honours Bachelor’s Degree in Arts, Social Sciences, Social Work and Social Administration, Development Studies, Public Administration/Management, or Business Administration from a
recognized University/Institution or a Bachelor’s Degree in Law with a Postgraduate Diploma in Legal Practice from the Law Development Centre
Skills and Abilities
• Good report writing and minute taking skills
• Computer skills
• Good communication and interpersonal skills
Key responsibilities
• To perform the duties of Clerk at Table
• To take minutes of the Plenary and produce minutes for the proceedings
• To provide accurate instant interpretation of Rules of Procedure of Parliament
• To draw up the Order of Business for committees, organize committee meetings and prepare reports as the committee secretary
• To organize and plan for effective committee meetings
• To maintain a Members’ register for plenary and committee meetings
• To collaborate with Government institutions and departments on matters relating to Bills, motions, statements, petitions and questions
• To perform any other duties as may be assigned

LIBRARY SERVICES DEPARTMENT
JOB TITLE: LIBRARIAN (Ref: P3/EXT/25/13)

JOB STATUS: PERMANENT AND PENSIONABLE
AGE LIMIT: 21 - 27 YEARS
REPORTS TO: SENIOR LIBRARIAN
PURPOSE OF THE JOB
• To provide manual and electronic library support services.
PERSON SPECIFICATION
Education and Qualifications
• An Honours Bachelor’s Degree in Library and Information Science from a recognised University/Institution.
Skills and Abilities
• Knowledge of library tools, systems and resources.
• Knowledge of metadata and communication standards and classification systems.
• Ability to manage and use an Integrated Library Systems (ILS) e.g. Koha and Dspace
• Proficiency in computer applications, including database systems packages and Windows packages.
• Ability to work under minimum supervision
• Good communication, interpersonal and customer care skills
Key responsibilities
• To catalogue, index, classify and abstract all materials using a standard bibliographic utility, ILS (Koha), classification scheme (DDC), etc
• To perform the library systems’ upgrade and implementation, backups, client troubleshooting and monitor the ILS server performance.
• To manage the processing of and access to electronic resources (Subscription to e-resources and electronic library using Dspace)
• To coordinate with other sections in order to upload/update and edit information on the Intranet and parliamentary website.
• Maintain integrity of the library databases by distributing and performing database maintenance tasks and improve, establish and document all cataloguing policies and procedures as they relate to format types, collections and general practice.
• Provide library support services as and when required
