The Parliamentary Commission invites applications from suitably qualified Ugandan Nationals to fill the following vacant posts that exist in the Parliamentary Commission, Parliament of Uganda.
JOB TITLE :

POST: DRIVER (Ref: P3/EXT/05/13)
SALARY SCALE: PC8
NO OF VACANCIES: ONE (1)
AGE LIMIT: 25 - 40 YEARS
TERMS OF EMPLOYMENT: PERMANENT AND PENSIONABLE
REPORTS TO: ASSISTANT SECRETARY
PURPOSE OF THE JOB:
• To provide safe and efficient driving services to the Parliamentary Commission
PERSON SPECIFICATIONS:
Education and Qualifications
• An Ordinary Level certificate
• Hold a valid driving permit with at least two of the following classes: B, DL and DM with none vehicle restriction
• Must have passed a competency driving test with the Government Chief Mechanical Engineer
• Additional training in basic motor vehicle mechanics will be an added advantage
• Should have at least three (3) years driving experience preferably in a Government institution or any other reputable Institution/organisation.
Skills and Abilities
• Defensive driving skills
• Ability to work under pressure and work overtime
• Good communication and Interpersonal skills
Key responsibilities
• To drive/chauffer official passengers to and from assigned destinations
• To take responsibility for maintenance and cleanliness of vehicles in ones’ custody
• To carry out minor/basic repairs and advise on vehicle(s) service schedules
• To ensure assigned vehicle is in safe mechanical condition before embarking on an errand
• To ensure passengers adhere to safety regulations and ensure passengers are safe
• To report accident and traffic/road safety mishaps to the officer in charge
• To collate and maintain accurate vehicle log & records
• To produce reports on field assignments for the vehicle under your charge
• To perform any other duties as may be assigned from time to time

REPORTS TO: SENIOR ECONOMIST
PURPOSE OF THE JOB
• To collect and conduct preliminary data analysis within the Division
PERSON SPECIFICATION
Education and Qualifications
• An Honours Bachelor’s Degree in Economics, Statistics, or Quantitative Economics obtained from a recognized University/Institution

Skills and Abilities
• Good analytical skills
• Knowledge in Information Systems Design & Operations
• Good Computer usage skills
• Ability to work with minimum supervision
Key responsibilities
• To collect and analyse data related to government revenue, expenditure and deficit.
• To collect and analyse information on economic and social policies as well as financial and monetary sectors of the economy.
• To estimate costs and revenues associated with proposed legislation.
• To support Parliament and its committees in utilizing economic and budget performance measurement indicators during oversight meetings.
• To prepare regular publications on key macroeconomic and budget indicators.
• To support the existence and operations of a budgetary and socioeconomic databank at PBO.
• To collect and analyze the impact of public policy on macroeconomic variables including but not limited to price indices, exchange rates, lending rates etc.
• To assist Committees of Parliament in implementing work plans.
• To provide periodic performance reports of PBO.
JOB TITLE: ASSISTANT EDITOR OF HANSARD (Ref: P3/EXT/07/13)

TERMS OF EMPLOYMENT: PERMANENT AND PENSIONABLE
REPORTS TO: SENIOR ASSISTANT
EDITOR OF HANSARD PURPOSE OF THE JOB
• To transcribe and edit proceedings of Parliament
PERSON SPECIFICATIONS
Education and Qualifications
• An Honours Bachelor’s Degree in Mass Communication, Journalism & Communication; or Arts with Literature and English Language Studies (ELS) studied as subjects, or Arts with Education, majoring in Literature and English Language Studies (ELS) from a recognized University/Institution.
Skills and Abilities
• Proficiency in transcribing and editing
• Excellent listening, communication and interpersonal skills
• Ability to work as a member of a team
• An eye for detail
Key Responsibilities
• To transcribe audio tapes and carry out a first edit of parliamentary debates in line with laid down Hansard editing guidelines
• To carryout verification/clarification of MPs’ speeches
• To corroborate the Members’ log with transcripts to confirm accuracy
• To submit transcripts for 2nd edit to the Senior Assistant Editor of Hansard
• To perform any other duties as may be assigned from time to time
JOB TITLE: LITHOGRAPHER (Ref: P3/EXT/08/13)
SALARY SCALE: PC 4

REPORTS TO: PUBLICATIONS OFFICER
PURPOSE OF THE JOB
• To carry out printing activities in the Parliamentary Printery
PERSON SPECIFICATIONS
Education, Qualifications
• An Honours Bachelor’s Degree in Mechanical Engineering, Computer Science, Information Communication Technology, Industrial & Fine Art or Art & Design obtained from a recognized University/Institution.
Skills and Abilities
• Excellent printing and publications skills
• Good communication and interpersonal skills
• Ability to work in a team
• Ability to work under minimum supervision
Key Responsibilities
• To carry out printing activities related to the production of the daily Hansard.
• To advise on technical requirements of the printing press, including fault identification.
• To handle minor repairs and maintenance of the printing machines
• To perform any other duties that may be assigned from time to time
JOB TITLE : TECHNICIAN (Ref: P3/EXT/09/13)

REPORTS TO: SENIOR TECHNICIAN
PURPOSE OF THE JOB
• To make available analogue and digital audio and video recordings of the parliamentary proceedings for transcription, webcasting, archiving and broadcasting.

Education and Qualifications
• An Honours Bachelor’s Degree in Telecommunication Engineering, Electrical Engineering, Electronics and Communication Engineering or Computer Science from a recognised University/ institution
Skills and Abilities
• Excellent analytical and troubleshooting skills
• Good documentation skills
• Good communication and interpersonal skills
• Ability to work in a team
• Ability to work under minimum supervision
Key Responsibilities
• To record audio and video proceedings of the Plenary, committee meetings, field trips and other Parliamentary functions.
• To avail to the end users (the editorial team) recorded digital video/ audio files or analogue video/audio tapes for transcription and reference
• To relay video and audio proceedings of Parliament to the Parliamentary Website, CCTV network and to Radio and TV broadcast stations
• To avail audio and video records for Digital Archiving, Live Streaming and for accessibility through Video on Demand Server
• To set up and align the Public Address System for use before commencement of parliamentary proceedings
• To carry out routine systems maintenance and perform minor repairs on the Public Address System, TV sets, CCTV network and any other audio/video electronic equipment in the section
• To relay terrestrial digital TV programmes on the CCTV network
