Technical leadership
- Lead planning, coordination, and technical direction of project strategy and work plan, and implementation of all activities within the work plan to high professional standards;
- Develop and oversee the project framework against specified results, monitoring the project's performance and ensure the quality and timely submission of project deliverables;
- Provide technical assistance to project staff and in-country partner organizations, ministries, and health service delivery points;
- Works with Monitoring and Evaluation (M&E) Specialist to develop M&E strategy, frameworks, and indicators, and monitors project performance towards expected results.
Finance/Administration
- Oversee results and impact reporting to USAID, ensuring timely and complete submission of all financial and performance reports and responses to donor requests for information;
- Recruit, supervise, mentor, and motivate project team including staff from PATH and international and national partners, and ensure implementation of PATH personnel policies;
- Directly supervise key personnel to include Deputy Chief of Party; Advocacy and Partnership Specialist; Finance and Grants Manager; M&E Specialist; and Capacity Development Specialist.
- Oversee the Finance and Grants Manager in developing and monitoring budgets for the project to ensure that effective linkages between technical components, grants and finance and administrative functions within the project are maintained.
- Seek to leverage non-USAID funds to support enhanced program activities.
Required Skills
- Strong interpersonal skills and organizational skills;
- Highly skilled in coaching, mentoring and capacity-building of team members and partners.
- Proven ability to work with and manage a diverse international team and proven record of excellent management, leadership, decision-making, and interpersonal skills;
- Proven ability to develop and monitor project budgets;
- Knowledge of USAID financial management and reporting requirements is highly desirable;
- Excellent representational and communication skills, written and oral proficiency in English, and verbal communication skills in one or more local languages.
- Excellent knowledge of Microsoft software packages: Word, Excel, PowerPoint, Outlook.
- Demonstrated team player with visionary leadership;
- Ability to travel up to 25% of the time
Required Experience
- A Masters' degree or higher in a relevant field (public health, management, capacity development, social sciences)
- A minimum of 10 years of experience in development working with local governments, civil society and communities.
- Demonstrated understanding and knowledge of decentralization in the Uganda context, Uganda's socio-political economy, advocacy, health and education sectors;
- Demonstrated managerial and operational experience, preferably in managing large donor projects involving coordination with multiple program partners or institutions in Uganda or the region.
- Experience leading, designing, delivering, influencing advocacy programs.
- Demonstrated dedication to coaching, mentoring and capacity-building of team members and partners.
- Experience interacting with host country government agencies including local governments, development partners, and civil society organizations including community based organizations is essential.
- Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance.
- Past experience working with United States Government (USG) supported projects and experience in sub-grantee management, including building the capacity of local organizations and sub-grantees in USG- supported grants is desired.
