territories. We seek qualified candidates for the position of Deputy Chief of
Party (DCOP), Communication for Healthy Communities to be based in Kampala.
Position Description;
The DCOP will directly assist the Chief of Party (COP) in
activity implementation and management of health communication interventions
for a USAID-funded, a 5-year, multi-million dollar health communication program
in Uganda. The DCOP shall report directly to the COP, and will take over leadership
and oversight of the activity in the absence of the COP.
The DCOP will share leadership responsibilities with the COP
with a focus on technical oversight of implementation activities, project
management and liaison with implementation partners. He/she works with the COP to
ensure that the project’s services and performances are of the highest quality,
respond to the specified deliverables and goals
of the cooperative agreement, are delivered in a timely manner, and are
in full support and compliance with the terms of the cooperative agreement.
Selection of final applicant is subject to USAID approval.
Key responsibilities:
• Provides overall technical and managerial leadership in
the design, development, planning, and implementation of health communication
strategies and interventions under this project;
• Oversees implementation of the project including direct supervision
of regional senior program managers to ensure that interventions reflect high
technical quality, are evidence based, community-driven and in line with
provisions of the award;
• Provides direct technical guidance in the development and implementation
of SBCC strategies and SBCC capacity strengthening together with dedicated
staff.
• Leads technical and managerial review of the project at
the direction of the COP.
• Oversees the development and implementation of project
work plans and budgets; quarterly, annual and ad hoc program reports for donor
and other stakeholders and ensures that all operations are in compliance with
USAID rules and regulations.
• Supports COP in monitoring and ensuring overall quality of
M&E and research efforts;
• Supports COP in developing best practices and tools for
project execution and management and assists in improvement plans to ensure
project delivery on schedule and within budget;
• Supports COP to ensure that project staff receive
necessary capacity building/training to deliver quality products;
• Supports COP to build partnerships vital to the success of
the project; and acts as the program’s principle spokes persons
• Carries out other tasks, as required, to ensure the
overall success of the project.
Minimum required SKillS & experience
Master’s degree or its equivalent in Health Communication,
Health Promotion, Public Health, Social Sciences or equivalent field.
Minimum eight years of progressively increasing
responsibility working in public health in the area of health communication, promotion
and/or education. Ability to travel within country or region and
internationally if needed.
• Experience in developing countries managing large-scale health
communication activities;
• Depth and breadth of knowledge of and experience in health
communication programming including mass media, community mobilization and
advocacy;
• Experience in the development of national communication strategy
development; community mobilization, materials development, media production
and use of new and social media.
• Demonstrated management experience managing multimillion
dollar USAID-funded project components including USAID project processes,
procedures, rules and regulations;
• Demonstrated ability to managing partners and relevant experience
in direct supervision of professional staff;
• Experience in monitoring and evaluation as well as
strategic planning, capacity building and team management;
• Strong written and verbal communication skills in English;
• Strong intercultural supervisory and team building skills
and experience;
• Ability to work independently with initiative to manage
high volume work flow; and
• Relevant computer software skills (including, at a
minimum, the standard applications in MS Office).
