Under the direct supervision of IOM Uganda’s Programme
Coordinator, and the overall supervision of the Chief of Mission, the selected
staff member will work on implementing two IOM projects entitled: “Contributing
to Improved Labour Market Information through the UN Joint Programme on
Population” and “Strengthening Labour Migration Management and Productivity in
Uganda” which have the following major objectives, respectively:
1) To contribute to the design of better and more coherent
labour policies that will address employment issues in Uganda, particularly
those related to youth by developing a Labour Market Needs Assessment Report
and a Labour Force Survey Report.
2) To enhance Ugandan socioeconomic development through
strengthened labour migration policies, practices, productivity and protection
in Uganda
Both projects will require close coordination with
government officials, particularly in the Ministry of Gender, Labour and Social
Development (MGLSD) and the Ugandan Bureau of Statistics (UBOS) as well as with
IOM regional offices in Pretoria. A major component of both projects is the
organization of workshops, roundtables and training sessions which will pave
the way for collaboration between IOM and government officials in order to
deliver on project outputs. Several reports will be published as a result of
these projects and a web portal and labour migration database will have been
created:
1) Coordinate and supervise the implementation of the two
project’s activities with relevant government officials, IOM staff and
consultants.
2) Draw up a comprehensive implementation plans.
3) Manage, direct, mentor and supervise IOM staff and
national consultants associated with both projects and draft ToRs of reference
to assist in the recruitment process.
4) Work closely with an international consultant to ensure
that project goals and objectives are reached.
5) Collaborate with Admin/Finance Department to track
expenditures and ensure they fall within the confines of related budget lines.
6) Convene workshops, training sessions and roundtables with
government officials and other partners.
7) Oversee the development of methodology for the creation
of several reports related to labour market and labour migration as well as the
collection of relevant data.
8) Organize and accompany government officials to two study
tours within the East Africa region.
9) Prepare interim and final donor reports.
10) Act as main focal point on labour migration issues,
representing IOM on related issues at government and UN forums
11) Work with the Project Development unit to develop new
projects related to labour migration and migration and development.
12) Any other duty within the incumbent’s capabilities as
may be assigned
Qualifications

University degree in relevant field of study
·
At least seven years’ relevant experience
working on labour issues in general
·
Ability to liaise effectively with stakeholders
·
Previous experience working with government on
labour issues
·
Good understanding of migration, particularly
labour migration issues particularly within the East African context.
Languages:
Thorough knowledge of English.
