District Liaison Officer vacancy-Jobs in Uganda


Post Title: District Liaison Officer- 3 Positions
Organisation:Plan International
Location: Gulu, Lira and Kitgum
Contract Duration: five-year term
This position reports to the Sub Regional Project Coordinator and the incumbent will be a member of the Finance and Operations team. She/he will serve as the project’s contact person between NU-HITES and the district in the issuance of funds, monitoring and ensuring proper accountability in the respective sub-region. S/he will provide innovative ways to ensure timely processing of funds required for NU-HITEs activities in the districts and timely provision of accountability by the districts of the monies received. It is a full-time position based in Lira/Gulu/Kitgum for a five-year term, with frequent
travel to districts throughout sub region.
Specific Responsibilities
• Overseeing, the monitoring and implementation of the compliance practices in line with PLAN, USAID guidelines for all district related funding from NU-HITES
• Responsible for payments during NU-HITES district supported activities and ensuring proper accountabilities are received for all funds advanced.
• Carry out financial monitoring visits to strengthen Financial Management of NU-HITES supported activities by district stakeholders
Qualifications /Skills/Experience
• Bachelor’s degree in B.Com, BBA, or related fields
• 2 years relevant experience working with USAID or similar donor funded Projects
• Professional training on or experience with related field would be an added advantage
• Knowledge and experience of working in the socio-economic and political context of northern Uganda
• At least 2 years’ experience in district performance based funding projects
• Demonstrable abilities in planning and coordination
• Good communication, negotiation and mobilisation skills
• Excellent communication skills, both in written English and in face-to-face presentations
