Job Information
The British High Commission (BHC) and The Department for
International Development (DFID) are seeking to recruit a dynamic, experienced
and adaptable individual to join their team.
The individual will lead a large
and diverse team to deliver the key corporate service functions of the UK
Government’s operations in Uganda. This is a challenging job but one that
provides the incumbent with the opportunity to engage with and influence senior
management, shape future polices and improve the delivery of key services. It
will test and strengthen the individual’s leadership and management skills and
provide a real opportunity for personal and professional development.
Head of Corporate
Services
The Head of Corporate Services will be part of the Senior
Management Team and provide leadership and management of the Joint Management
Unit (JMU).
They will be responsible for the full range of corporate
service functions including the effective implementation of human resource
strategies, estates, finance, procurement and transport policies.
The JMU was established in 2011, bringing together two
previously separate corporate services teams serving the BHC and DFID
respectively. Its objective is to support the delivery of the UK Government’s
operations in Uganda by providing effective and responsive corporate support
services in line with best practice and value for money.
Key Responsibilities
• To lead, integrate and motivate a team of approximately 40
staff to ensure the delivery of high quality services.
• To work with the Human Resources Team Leader to ensure
that Departments within the Mission have the resources and policies needed to
deliver their business objectives.
• To work with the Estates Team Leader to manage and
maintain a large Estate (Offices and Residential) and to provide a range of
office services including security and health and safety.
• To work with the Finance Team Leader to oversee the
contracting and procurement operations, ensuring corporate compliance and
demonstrating value for money.
• To manage the joint administrative budgets (in the region
of £4.5 million) including the forecasting and development of realistic and
responsible resource allocation bids.
• To ensure effective financial control systems and
procedures are in place across the office.
• To oversee the IT and Information Systems, including
effective implementation and compliance with security information policies.
• To engage with key stakeholders in Uganda and the UK to
ensure that a high quality of service is provided and maintained.
• To provide regular updates to senior management colleagues
and relevant stakeholders on JMU operations and progress.
• To engage with colleagues across the network on broader
policy reforms and consider what impact they may have on the JMU (e.g.
regionalisation).
Essential Skills and
Experience
• A Bachelors Degree or equivalent, preferably in Management
or Administration.
• Significant experience (at least five years) in a senior
leadership/ management role, or equivalent.
• Strong background in corporate services/ management.
• Strong financial and human resource management knowledge
and experience.
• Proven track record of delivering results and managing
multiple priorities.
• The ability to lead and operate as part of a diverse team.
• Excellent communication and stakeholder management skills.
• Excellent written and spoken English.
• Resilience and adaptability.
Desirable Skills and
Experience
• Experience of public sector organisations, including other
similar organisations.
• A relevant Masters Degree or equivalent postgraduate
qualification would be an advantage.
• Change management experience.

Remuneration package:
Local terms and conditions apply. The annual gross salary
range for the position is from UGX 88,940,806/- to UGX 126,449,977/-.
