MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:
Applicants should be Ugandans holding an Honours Bachelor’s Degree in either Economics or Statistics plus a Masters Degree in Transportation/Traffi c Studies from a recognized University/ Institution. Registration with a Chartered Institute of Logistics and Transport will be an added advantage.
OR
An Honours Bachelor’s Degree in Mechanical or Marine or High Way or Aeronautical Engineering plus a Masters Degree in Transportation/Traffi c Studies. He or she must be registered with the Uganda Engineers Registration Board. Registration with or Membership of the Chartered Institute of Logistics or Transport will be an added advantage.
OR
Associate Member of the chartered Institute of Logistics or Transport with full Membership in the chapters or scopes of technology or operations of fi nance or management or planning and economics plus a Masters Degree or Diploma in one of the scopes.
Applicants should have at least twelve (12) years relevant working experience, three (3) of which should have been gained at the level of Assistant Commissioner and above in Government or equivalent level of experience from a reputable organization.
Applicants should have well developed inter-personal skills, communication, concerns for quality and standards, information and communication technology, planning and organizing, policy management, innovativeness, project management and strategic thinking.

Applications should be submitted in triplicate on Public Service Form No. 3 (2008) to the Secretary, Public Service Commission, P. O. Box 7080, Kampala to be received not later than Friday 18th January 2013.
The application forms are obtainable from the Public Service Commission Offi ces, 2nd Floor, Farmers, House, Parliament Avenue, Kampala, Ministry/Department Headquarters and District Service Commission Offi ces. Hand written applications are also acceptable.

Applications should bear the title of the post as well as the Reference Number specified against the vacancy. Applicants are free to apply for a maximum of two (2) Posts.
Applicants should attach three (3) sets of certifi ed photocopies of their academic certificates and testimonials, plus three (3) recent certified passport size photographs.
Those already in Government Service should route their applications through their Heads of Department who should be informed of the closing date to avoid delay. Serving officers may submit an advance copy of the applications directly to the Public Service Commission to enable the Commission start processing them.
Applicants who shall not hear from the Public Service Commission on completion of the Selection Exercise should consider themselves unsuccessful.
The following categories of applicants shall not be considered for posts under
Salary Scale U4:
i) Those already appointed in the Public Service in the case of posts in Salary Scale U4;
ii) Serving Offi cers substantively appointed in the same Salary Scale as the post being applied for;
