JOB SUMMARY

The Head of Operation’s primary role is to ensure the effective and efficient implementation of Seed Effect Uganda’s program (SFL) across all regions of operation. He/she will provide oversight and leadership in the design, development, and implementation of the SEU program in Uganda. In collaboration with the Chief Executive Officer, he/she will contribute to the Country’s Strategic Plan and development of the Country’s programming, emphasizing overall quality programming and increased funding.

 

DUTIES & RESPONSIBILITIES

Spiritual Leadership

To model a high standard of personal Christian leadership and integrity through lifestyle and professional relationships.

To ensure a holistic approach is maintained in implementing all Organizational operations and programs across the country.

Strategic Program Design, Planning, Direction & Implementation

ü  The director of operations works with the chief executive and management team to set the organization’s strategic goals. Then he/she translates these into specific operational objectives and supports the implementation and monitoring of the Strategic Plan

ü  In collaboration with the senior and branch management, devise strategies for ensuring the growth of programs, and implement process improvements to maximize output and minimize costs

ü  In collaboration with the CEO and Senior Management Team, provide leadership, oversight, and guidance on program strategy, direction, and implementation, ensuring the SFL program is rolled out holistically and in line with the strategic approach across all areas of operation.

ü  In consultation with the CEO, develop and implement internal mechanisms for institutional learning, quality control mechanisms, and programmatic integration

ü  Ensures international and national best practices are benchmarked and adhered to in the implementation of the Seed Effect Uganda program across all areas of operation.

ü  Provides oversight in the management and development of key-in-country donor relationships and overall donor development strategies

ü  To provide oversight in developing new projects, including emergency and development programming across SEU.

ü  Ensures effective strategic change management in the organization by timely and effectively communicating all changes to the branches/ all areas of operation to increase the success of new interventions.

 

Performance management

ü  Supervises and monitors the Branch Coordinators in all areas of operations and ensures, all program key activities are implemented in line with the design and strategic plan. Reports timely on key activities and ensures the objectives will be achieved. If the indications are that things are not going well, he/she must intervene and guide on actions that address gaps timely.

ü  In line with the annual work plan, timely set targets (performance plans) review the performance of the Branch Coordinators biannually and develop capacity building and development programs with the support of the management team.

ü  Maintains a continual review of program performance to ensure that objectives are met according to program plans, log frames, and agreements, chairs regular program review meetings of both technical and strategic forums internally

ü  Work closely with Human Resources to lead the team with integrity and to establish and maintain a trusting, inclusive, and productive environment

ü  In liaison with the CEO and Human Resources, facilitate opportunities for learning and knowledge sharing across the organization and between SEU country staff leads

 

Financial Management

ü  Provides oversight of program budget, forecasts, and expenditures, ensuring funds are closely monitored and budget holders are held accountable, in collaboration with the Finance Manager

ü  Supports SEU’s budget process for each project in collaboration with the Management team.

ü  In line with the Organization's value of doing more with less, ensures accountability through proper planning, implementation, and reporting on all operations in the branch every month.

Institutional Fundraising

 

ü  In collaboration with the Chief Executive Officer she/he lobbies for funds locally and internationally through proposal writing and development of programs where appropriate in line with the values and guiding principles of the organization.

ü  Develop and support institutional fundraising strategies by SEU’s development framework

ü  In collaboration with the US and Chief Executive Officer, ensure all reports and materials needed for fundraising by the US are timely disseminated from the respective office of operation.

 

Networking/Outreach

ü  Actively develop and maintain positive relationships with NGOs and local partners in Uganda

ü  Represent SEU in cluster meetings, sector coordination, and various forums

ü  Stay informed on Ugandan geopolitical changes and undertake timely strategic review of SEU programs as necessary to ensure continued relevance in a rapidly changing environment.

ü  Build and facilitate partnerships with other like-minded organizations and churches to advance God’s Kingdom in East Africa.

ü  Facilitate donor visits, meetings, reports, and feedback as necessary.

ü  Represent SEU to other international and national NGOs, government officials, etc.

 

Monitoring and Evaluation

In collaboration with the M&E department and CEO, supports the development and utilization of appropriate M&E tools and processes. And guides in defining project objectives and overseeing quality control of the project

Reporting

ü  Ensures program compliance with donor management and reporting standards including oversight of program narrative reporting

ü  Effectively and efficiently reports monthly, quarterly, and annually on SFL programs, ensuring timely updates are provided on the operation of the organization to the Chief Executive Officer and Management to aid effective decision-making and support to the operation.

 

QUALIFICATIONS/ PERSON’S SPECIFICATIONS

ü  Personal confession of faith in Jesus Christ and a passionate commitment to Seed Effect’s mission to serve as a holistic tool to live out the Great Commission alongside the Great Commandment as we empower the poor to know and follow Christ, plug into the local church, and overcome physical poverty

ü  Ability to demonstrate servant leadership skills

ü  Must hold a Bachelor’s degree in Commerce, Economics, Business Administration, Monitoring and Evaluation, or related fields.

ü  Postgraduate qualifications such as Post Graduate Diploma, MBA, or similar qualification is desired

ü  At least five years of experience in an organization/ NGO conducting similar activity

ü  Excellent interpersonal skill and effective communication skills

ü  Ability to analyze details and work under pressure

ü  Excellent proposal report and writing skills with the ability to develop the right projects to expand the operation of the organization

ü  Knowledge of the Ugandan banking regulations and statutory requirements

ü  Strong managerial skills and demonstrated capacity to manage people and interact with a wide range of NGOs, partners, and government representatives

ü  Knowledge of work planning, budgeting, and reporting
