Job Purpose: To provide technical support on budget formulation, execution and accountability to ensure sound management of financial resources at LDC.
BACKGROUND
INFORMATION:
The Law Development Centre (LDC) was established by the Law
Development Centre Act. Cap. 132 of 1970. Under the said Act, LDC is charged
with numerous functions. These are categorized into:
• Legal Training.
• Research and Law Reform.
• Legal Publications.
• Law Reporting.
• Community Legal Services.
LDC is under the Ministry of Justice and Constitutional
Affairs and is one of the institutions under the Justice, Law and Order Sector
(JLOS). The Law Development Centre (LDC) invites applications from suitably
qualified candidates (Ugandans) to fill the position of Finance Manager.
Duties and
Responsibilities:
1. To supervise timely preparations of routine and periodic
financial statements and reports, review and approve the correctness of the
statements
2. To review responses and advise on oversight issues,
including audit queries relating to financial management and accountability.
3. To supervise accounts operations, and monitor and evaluate
staff performance.
4. To ensure up-to-date books of accounts, financial records
and assets register are properly maintained.
5. To develop sound internal financial management controls
and mechanisms for monitoring to ensure compliance with regulations and
efficient and effective management of financial resources.
6. To ensure value-for-money compliance, verify and approve
payments before authorization by the Director.
7. To perform any other duties as may be assigned by the
Director.
Qualifications and
Experience:
i.) Bachelor’s (Hon) degree in Accounting or Finance.
ii.) Possession of relevant professional qualifications such
as ACCA, ACA, or CPA, ICSA is a must.
iii.) Member of the ICPAU.
iv.) Master’s Degree in Finance or Accounting is an added
advantage
v.) At least eight (8) years of work experience, 5 (five) of
which should have been at the senior financial management and accounting level in a
busy public or reputable private organization.
