NGO Network (UWASNET) is a National Network of International and National NGOs
involved in the water and sanitation sector of Uganda. Currently UWASNET has a
membership of 250 NGOs that operate in different parts of the Country.
Job Summary:
The Advocacy and Policy
specialist will provide leadership in implementation of UWASNET’s Policy
Research, advocacy and campaigns strategy in order to advance UWASNET’s members
goals and objectives. The role will provide policy analysis of Water,
Sanitation and Hygiene (WASH) and development issues so as to enhance the
influencing capacity of UWASNET. The role will also support capacity building
of members in WASH advocacy
Key Duties and
Responsibilities:
·
Develop evidence based advocacy materials for the members
·
Lead members on budget advocacy to strengthen sector accountability,
transparency and increase sector funding
·
Establish a mechanism for monitoring policy development
·
Support members in policy reviews, dissemination and formulation
·
Develop key advocacy documents through Policy analysis
·
Implement Advocacy strategy and implementation plan
·
Strengthen advocacy capacity of NGOs and staff
·
Promote increased support for water and sanitation from various
stakeholders
·
Lead National dialogues aimed at improving sector funding and Right to water
·
Mobilize members for advocacy and engaging government in budget research
·
Support the member advocacy Working group to engage in WASH advocacy
·
Develop policy papers and policy briefs in line with sector needs.
·
Support Media advocacy for the WASH Media Network
Minimum Qualifications and
Experience:
·
A relevant degree, preferably BA or B.SWASA.or Public Health
·
Minimum of 5 years working experience in similar role in a reputable organization.
·
Proven experience in Advocacy related work areas; Extensive knowledge of
campaigns and documentation in areas of development work and WASH sector
·
Good understanding of National public expenditure and budgeting , National
Development Plan/PEAP, Sector- wide approaches, development dynamics and functioning
of government structures
such as decentralization and applicable policies
