Organizational Profile:
The Government of Uganda, by an Act of Parliament (UNMA, 2012), has
transformed the Department of Meteorology under the Ministry of Water and
Environment into a semi-autonomous organization: ‘Uganda National
Meteorological Authority’ (UNMA). The transformation has included restructuring
and retooling and a new structure with new job titles have been developed in
line with the Business Plan. A summary of the job descriptions has been
advertised in two Uganda Daily Newspapers (The Monitor and The NewVision) and
one Regional (The East African).
Job Purpose:
To design, install, maintain weather stations, carry out inspections and
ensure stations are operational
Main Duties and Responsibilities
(i) Head of the Directorate of Networks and Observations.
(ii) Advises the Executive Director on Networks and Observations.
(iii) Prepares Annual work plans and budgets for the Directorate.
(iv) Supervises and appraises senior staff in the Directorate.
(v) Coordinates preparation and submission of reports of the Directorate.
(vi) Develop training programme for the Directorate.
(vii) Represents the Directorate at all top management meetings of the
UNMA.
(viii) Ensure the implementation of Quality Management System in the
Directorate.
(ix) Promote coordination with other Directorates in the Authority.
(x) Develop quarterly work schedules for installation and inspection of all
meteorological stations.
(xi) Coordinate all World Meteorological Organization activities that fall
within the Directorate.
(xii) Supervise and appraise senior staff in the Directorate.
(xiii) Comply with all the mandatory reporting requirements of the
Authority and other relevant stakeholders.
(xiv) Support in the financial resource mobilization strategy of UNMA,
especially for Training and research programmes.
(xv) Performs any other relevant duties as may be assigned to him/her by
the Executive Director.
Qualifications and Experience:
a) An honors’ Bachelors’ degree in Natural Sciences obtained from a
recognized University plus a Masters’ degree in Meteorology or related fields
(Environmental studies, Agriculture, Forestry, Hydrology and Atmospheric
Sciences) from a recognized University. Additional training in either Public
Administration, Business Administration or Management Studies is an added
advantage.
b) At least 8 years working experience in a related field with a reputable
organization, 2 years of which should be at senior managerial level.
Skills and Requirements: Management and Research skills with proven ability
to write technical documents and communicate with international scientific
teams.
