Organizational Profile :
Established by eight of Uganda’s International Development Partners
(Austria, Denmark, the European
Union, Ireland, the Netherlands, Norway,
Sweden, and the United Kingdom), the Democratic Governance Facility (DGF) is
mandated to support state and non-state actors to strengthen democratisation,
protect human rights, improve access to justice and enhance accountabilityin
Uganda. DGF programming is focused on three interlinked and mutually
reinforcing components: Deepening Democracy; Rights, Justice and Peace; and
Voice and Accountability. The DGF Programme Management Unit (DGF-PMU), which is
responsible for the day-to-day management and implementation of the component
programmes wishes to recruit talented and experienced individuals to join and
work collaboratively with the established professional DGF team
Job Description :
KEY RESPONSIBILITIES
•Strategic HR planning for continuation of DGF operations through a period
of programme extension.
•Clarify structures, roles, expectations and performance standard setting.
•Develop and maintain the DGF Human Resource Manual and the Terms and
Conditions for national staff, liaising with the Royal Danish Embassy and the
Head of Programme.
•Working closely with the line managers, increasingly in a consultancy
role, assisting them to understand and implement policies and procedures.
•Interpret and advise on labour law, workers compensation etc.
•Coordinate recruitment in cooperation with the external recruitment
consultants and the line managers.
•Positively influence staff engagement in the work of the DGF.
• Promote equality and diversity as part of the culture of the
organisation.
• Prepare and schedule staff meetings and retreats, and organise working
environment surveys.
• Develop and maintain the performance management system.
• Provide basic counselling to staff who have performance related
obstacles, and consider building up mentoring and support systems for staff.
• Ensure planning, monitoring, and appraisal of staff Key Result Areas
(KRAs) by training line managers to coach, motivate and discipline staff.
• Analyse learning and development and career development needs in conjunction
with line managers.
• Ensure that staff files are updated and provide information whenever
needed to the Head of Programme, line managers and auditors.
• Develop and maintain historical human resource records.

Skill Set :
•A Masters Degree in Human Resources Management from a recognized
University.
•At least six years’ experience in human resource in a structured and
formal HR setting in a reputable organisationwith at least 20 employees.
•Substantial experience of performance review methods and techniques.
•Experience of staff training, development, recognition, and mentoring and
coaching. •Excellent written communication skills and ability to prepare
reports, proposals, policies and procedures.
•Excellent team building, problem-solving and negotiation skills
