About NCHE:
The National Council for Higher Education (NCHE) was established under
"The Universities and Other Tertiary Institutions Act, 2001” for regulating
and guiding the establishment and management of institutions of higher
learning, regulating the quality of higher education, equating of
qualifications and for advising government on higher education issues.
Key Duties and Responsibilities:

Manages the day to day internal audit matters;
·
Supports in the planning and
scheduling of business activities in the IA unit;
·
Assists in the determining the
adequacy of NCHE Secretariat's network of risk management, control and
governance processes as designed and represented by management;
·
Supports in determining whether
resources are acquired economically, used efficiently, accounted for
accurately, and protected adequately by NCHE Secretariat;
·
Assists in conducting reviews of
the reliability and integrity of financial and operating information and the
means used to identity, classify and report such information;
·
Assists in the reviews of systems
established to ensure compliance with policies, plans, procedure and
regulations laid down by Council as well as the Laws of Uganda;
·
Supports in conducting special
investigations, management consultancy and independent reviews in areas related
to fraud control, risk management, safety and security and other areas as
determined by the Audit Committee;
·
Performs any other duties that
may be assigned from time to time by the superiors.
Key Performance Indicators:
·
Audit reports;
·
Work activity plans;
·
Unit evaluation reports showing
targets achieved;
·
Risk assessment reports;
·
Documented fraud detection
strategies.
Qualifications, Skills and Experience:
·
The Audit Assistant should hold a
Bachelor’s degree in Accounting and Finance from a recognized University and
must be working towards attaining a chartered accountant status with audit
specialty;
·
At least two years’ experience of
financial auditing in a reputable institution;
·
The candidate must also be ICT
literate;
·
Possess excellent communication
and interpersonal skills;
·
Working knowledge of financial
management in higher education institutions is desirable.
