THE UPGRADING OF TIRINYI – PALLISA – KUMI AND PALLISA – KAMONKOLI ROAD
PROJECT
Government of the Republic of Uganda has received funds from the Islamic
Development Bank (IDB) towards the upgrading of Tirinyi – Pallisa – Kumi and
Pallisa – Kamonkoli Road
Project. A Project Management Unit
(PMU) is to be established to ensure that the Project is
implemented according to the agreed terms and conditions. On this basis,
Uganda National
Roads Authority (UNRA) being the delegated executing agent of the projects,
now invites
applications from suitably qualified individuals to fill the following
positions based on the
specifications indicated above:
Scope of the Position
The holder of this post is responsible for the day-to-day supervision and
management of all aspects of the financial management systems for the project
accounts. The performance of the post holder is thus reflected in the quality,
accuracy and timelines of the project accounts data and reports.
Position relationships
· Liaises with the funding agency
· Liaises with the Chief Accountant, UNRA
Key duties & responsibilities
1. Ensures that all funds allocated to the project, and any other income, are
properly recorded and accounted for;
2. Undertakes all transactions relating to cash and bank, monthly cash book
and ledger reconciliation statements;
3. Checks the coding of contractor and consultant payment certificates and
makes payment within the contractual timeframe;
4. Monitors input data to the several cost centres as respects their
completeness, accuracy, timeliness and resolves shortcomings with the
responsible staff;
5. Generates monthly accounting information as required;
6. Provides timely and accurate accounting information to the executing and
funding agencies as required;
7. Maintains the fixed assets register for the project assets and accounts
for all acquisitions and disposals;
8. Ensures that current assets of the project are properly stored and
accounted for;
9. Arranges prompt payment of utility and other invoices relating to the
day to day running of the project offices;
10.Contributes to the project’s quarterly report and prepares such other
reports as may be required by the supervisor(s),
11.Performs such other related duties as may be assigned by the
supervisor(s) from time to time.
Person Specification
The applicant must possess a Honours Degree in Economics, Finance, Banking
or Business Administration obtained from a recognized institution of higher
learning, a fully registered member of the Institute of Certified Public
Accountants of Uganda (ICPU) with at least five (05) years’ working experience
in accounting obtained from the private and / or public sector.
