Brief Company Profile:
The focus of this Low Emission Capacity Building Project in Uganda is
strengthening the technical and institutional capacity for the development of a
green house gas (GHG) national inventory system, nationally appropriate
mitigation actions (NAMAs), and the associated measuring, reporting and
verification (MRV) systems.
The project is aligned to the United
Nations Development Assistance Framework (UNDAF) for Uganda 2010-2014, which
priorities focus on supporting national efforts and capacities to ensure
growth, prosperity and social transformation while integrating climate change
concerns into the development process and accelerating progress towards
achieving the Millennium Development Goals (MDGs).
It responds to Uganda’s
socio-economic development challenges pertaining to environment and climate
change as captured in the country’s five year National Development Plan 2010/11
– 2014/15 that emphasizes, among others: developing national capacity to deal
with climate change challenges; ensuring climate proof development planning;
and promoting low carbon economic development path. It further responds to
capacity gaps in establishing a national GHG system as identified in the
Initial National Communication (INC) to the UNFCCC.
Duties and Responsibilities
Consultancy Rationale
Under the project outcome “Robust national systems for preparation of GHG
emission inventories have been established” a national GHG inventory expert
will train the local GHG team and thematic working group and further develop
the overall design of the National GHG Inventory System. The work of the
national consultant shall build upon the following existing reports:

Data, emission factors, sources,
methods & assumptions;
·
Key Category Analysis;
·
Current archiving system and
proposal for improvements;
·
National Manual of GHG Sources,
Methods, Data, Emission Factors and assumptions for Uganda.
Consultancy Objectives:
The Programme Management Unit is seeking to engage a consultant to provide
technical knowhow and capacity building for strengthening the government staff
designated to work with the GHG inventory system and ultimately strengthen the
design of the National Inventory System. Another important element of the
consultancy is to complete the GHG emissions data quality management which
involves quantitative and qualitative uncertainty analysis.
Detailed Consultancy Activities
·
Identify the offices/focal points
for data collection within the four key sectors through the GHG sectoral focal
point (working group) and describe the institutional procedures/set-up required
to obtain sustainable GHG data sources;
·
Develop “uncertainty analysis” in
collaboration with the GHG working group;
·
Act as resource person at
workshops, preparing technical materials and presentations;
·
Provide ad hoc follow up training
to working group members on data collection;
·
Compile existing documents into a
national manual of procedures.
Consultancy Final Deliverables
·
Uncertainty analysis” developed
with the thematic working group;
·
Two days workshops (including the
preparation of training materials and presentations);
·
Two days training of CCU GHG inventory
staff;
·
Two days capacity building on GHG
data collection yet to be determined;
·
Complete and update key sector
analysis;
·
GHG data collection manual for
Uganda.

Required Skills and Experience
Education:
An advanced post-graduate
university degree in a subject related to climate change and/or environmental
management, or equivalent work experience.
Experience:
·
Experience in application of IPCC
methodologies for GHG inventories;
·
Extensive experience working in
developing countries on GHG inventory issues;
·
Familiarity with international
negotiations and processes under the UNFCCC.
Language Skills
Excellent written and spoken
English Language only.
Application procedure:
Price Proposal and Schedule of Payments:
·
Payment shall be by the lump sum modality in the following 3 instalments.
These shall be all inclusive and the contract price is fixed regardless of
changes in the cost components:
·
Upon signature of contract by
both parties and presentation of an approved inception report (1 week after
signing of contract) - 20%;
·
Presentation of acceptable and
approved Draft report;
·
Submission and acceptance of
Final Report, (10 months after signing the contract) - 50%.
Evaluation Method and Criteria
Cumulative analysis
The award of the contract shall be made to the individual consultant whose
offer has been evaluated and determined as:
·
Responsive/compliant/acceptable,
and;
·
Having received the highest score
out of a pre-determined set of weighted technical and financial criteria
specific to the solicitation;
·
Technical Criteria weight; - 70%;
·
Financial Criteria weight; - 30%.
·
Only candidates obtaining a minimum of 49 points (70% of the total
technical points) would be considered for the Financial Evaluation.

Criteria
·
Education (Advanced degree or
higher in natural resource management or related) – 10;
·
Knowledge of the GHG inventory
systems – 15;
·
Relevant experience in conducting
similar assignments – 15;
·
Relevance of experience in report
writing and drafting – 10;
·
Description of
approach/methodology to assignment – 20.
·
