Brief Company Profile:
8 of Uganda’s International Development Partners (Austria, Denmark, EU,
Ireland, Netherlands, Norway, Sweden and the UK) have established the
Democratic Governance Facility (DGF) which provides harmonized and coordinated
support to state and non-state partners in Uganda within the following three
components:
1. Deepening Democracy Component,
2. Rights, Justice and Peace Component and
3. Voice and Accountability Component.
The Programme Officer will be part of the DGF Programme Management Unit
(DGF- PMU), which is responsible for the day-to-day management and
implementation of the programme components as agreed by the DGF-Steering
Committee while observing the DGF Board's strategic direction.
The Programme Officer (PO) for Transitional Justice and Conflict Prevention
reports to the Component Manager (CM) for Rights, Justice and Peace for the
overall progress and the effective management of the sub-component on Peace
& Reconciliation and on Transitional Justice.
The PO will contribute to the establishment and implementation of the DGF
tailored approach for conflict prevention in the various regions of the
country.
In addition, the PO will follow-up on the Justice Law and Order Sector
policy on Transitional Justice to enhance the TJ mechanisms effectiveness and
outreach to fulfill Uganda international justice obligations, empower war
affected communities and promote justice for war victims.
The PO will report on achievements and shortcomings against the DGF
objectives and logframe indicators, and ensure that DGF’s interventions are
appropriately evaluated.
The PO will be part of the Rights, Justice and Peace team, and will work
collaboratively with colleagues in the RJP Component and across the DGF.
The PO will report to the CM who will also be responsible for agreeing to
detailed personal job objectives and performance targets. Progress will be
reviewed and the results recorded on a regularly agreed basis. The performance
appraisals will inform contract renewal.
Key responsibilities
The working environment
The DGF will provide a dynamic, pleasant, culturally-mixed and enabling

It is envisioned that the Programme
Officer will work as part of a diverse matrix team of professionals with
different skills, talents and competences. Jointly, the DGF team aims at a
common goal, with shared performance targets outlined in the DGF log-frame.
The team operates in a collaborative
and complimentary manner within and across the three DGF components with the
purpose of achieving the DGF objectives more efficiently and effectively.
This involves undertaking vertical
and/ or horizontal assignments outside one's area of jurisdiction or
specialization.
The DGF management team directs and
guides this work culture. This work method provides staff with diversity and
opportunity for vertical and
2 horizontal growth, enabling them to concurrently deepen their technical
and managerial skills in multiple, but related technical areas.
Context analysis input and management of partner relations (10%)
The Programme Officer for Transitional Justice and Conflict Prevention will
specifically have knowledge of the context and key actors in transitional
justice and conflict prevention in the country.
He/ she will be responsible for
providing ongoing context analysis in the areas of transitional justice and
conflict prevention.
He/she will provide input to management of partner relations as to ensure
that the programme implementation is adjusted to the changing context:
· Provide analysis of key developments as well as local, national and
international “best practices” in the relevant areas.
General programme management (70%)
The Programme Officer for Transitional Justice and Conflict Prevention is
responsible for the day-to-day management of the Transitional Justice projects
and of the Peace & Reconciliation sub-component within the Rights, Justice
and Peace Component, including achievement of agreed targets:
· Development and oversight, where required, of funding application
processes or call for proposals for potential implementing partners;
• Ensure good working relationships with key stakeholders, including the
effective management of relations with state and non-state partner
organisations;
· Provide technical inputs to the development of annual work plans and
budgets of DGF and its partners;
· Review and provide comments to narrative and financial reports received
from partners;
· Provide capacity development support to partners;
· Report on the indicators, milestones and targets for Transitional Justice
projects and for the sub-component on Peace & Reconciliation as specified
in the DGF Log Frame;
· Summarize results, challenges faced and “lessons learned” in TJ and the
Peace sub-component;
· Provide “case stories” and other information designed for communication to
wider audiences;
· Ensure compliance with the “Finance & Administration Manual” and
“Partnership Manual” of the DGF;
· Ensure cross-cutting issues are addressed adequately during planning,
implementation and reporting, especially gender related issues.
· Undertake any other assignments as delegated by the Component Manager.
Monitoring and Evaluation (20%)
The Programme Officer for Transitional Justice and Conflict Prevention will
be responsible for M&E of the respective projects in these areas in close
collaboration with the Results and Communication Unit (RCU). This will include:
· Undertake regular field visits to partners to accompany and monitor
activity implementation;
· Monitor project progress and achievement of milestones and targets as per
the projects monitoring framework;
· Participate in Mid-Term-Reviews and contribute to evaluation of projects
as requested.
Academic and professional qualifications
3· A Masters Degree in Transitional Justice, Conflict Prevention or any other
relevant subject from a recognized university.
· Additional qualifications in project and program management &
administration, public policy, development studies and political science would
be a distinct advantage.
Experience
· Good knowledge of current development challenges and political
developments in Uganda, especially in transitional Justice issues and related
processes that took place in Uganda’s past;
· Sound understanding of the peace & security issues in the country
including the potential threats that could destabilize the country;
· At least five years experience and well documented good track record in
maintaining constructive partner relations and managing financial and technical
support to partners;
· At least three years of specific experience in transitional justice &
conflict prevention programs in Uganda, analyzing data, writing reports, and
communicating to wider audiences in the transitional justice and/or conflict
prevention areas.

Terms of Employment
A two year contract will be offered with the possibility of extension under
DGF Terms and Conditions. Six months’ probation period.
