BACKGROUND
MSH seeks a Senior Technical Advisor, Health Financing, for an upcoming procurement to strengthen the Government of Uganda’s health system and to improve the availability and accessibility of essential medicines and health supplies (EMHS).
The goals of this procurement  are to
1) strengthen the policy and legal environment governing pharmaceuticals in Uganda and in particular the financing at all levels of EMHS;
 2) strengthen finance, affordability and equity of EMHS in Uganda;
 3) strengthen pharmaceutical financing through improved financial and commodity tracking and information management;
4) strengthen cost recovery and other co-financing mechanisms and
5) strengthen pharmaceutical financial management capacity at health facility level. 
The Senior Technical Advisor will be reporting to the Chief of Party and be part of the program management team.
OVERVIEW
The Senior Technical Advisor, Health Financing shall be responsible for assisting the COP in program development and implementation of health financing interventions.
 S/he will contribute leadership and technical assistance to the Ministry of Health to ensure affordable EMHS availability in an equitable manner to the people of Uganda and ensure optimal use and management of limited resources at all levels.
S/he will contribute to the development and implementation of policies, approaches and strategies that will strengthen the financing and financial management of EMHS.
Please note: This position is contingent upon funding.
SPECIFIC RESPONSIBILITIES:
1. Conduct financial and commodity assessments and design mechanisms to develop and strengthen financing mechanisms for funding essential medicines and health commodities.
2. Strengthen, through innovative approaches and system strengthening, equitable allocation of financial resources for EMHS.
3. Strengthen financial management, tracking and M&E at all levels and develop appropriate systems for improved financial management.
4. Implement strategies for pharmaceutical financial management at facility level.
5. Develop innovative approaches for co-financing or health insurance of EMHS in the public sector.
6. Contribute to the development of policies and approaches to develop and sustain health care financing initiatives.
7. Develop and strengthen health systems and financing of EMHS aimed at strengthening availability and affordability EMHS.
8. Contribute to technical reports and other high-visibility, high-impact project deliverables, including presentations and reports to the donor and other stakeholders.
QUALIFICATIONS:
1. Master’s degree in Health Economics or Health Policy/Planning (or other closely related field) with specialization in health financing and or health economics.
2. A minimum of 8 years experience in health economics or health financing, including significant experience in the area of essential medicines.
3. Demonstrated skills and experience in economics and equity analysis in developing countries.
4. Knowledge and experience with designing and introducing health insurance or cost recovery schemes.
5. Experience with development and implementation of financial and commodity tracking systems at central level and facility level.
6. Experience with capacity building in regards to financial management.
7. Strong analytical and organizational skills. Demonstrated ability to work both independently and within a team.
8. Strong management and planning experience.
9. Excellent representational and communication skills, written and oral proficiency in English.
10. Demonstrated success building and maintaining partnerships with key stakeholders and senior-level government officials, local organizations, and representatives from international agencies.
11. Knowledge of Uganda’s health sector is desirable.
12. Previous experience on a USAID-funded health project is desirable.
