ORGANIZATIONAL DESCRIPTION

Uganda Red Cross Society (URCS) is the leading humanitarian organization in Uganda. Since its inception in 1939 as a small women's emergency organization, the National Society has developed over the years into a formidable and well-respected humanitarian agency. In 1941, it became a branch of the British Red Cross. The URCS constitution was adopted by an Act of Parliament in 1964 and the Society admitted as a member of International Federation of Red Cross and Red Crescent in 1965.
URCS has 346,000 registered members and volunteers and an average annual beneficiaries numbering over one and half million. The Society works through 51 Branch Offices spread out across the country. As a member of the International Red Cross and Red Crescent movement comprising the International Federation and the International Committee of the Red Cross (ICRC), the URCS works with a number of partners in the execution of its mission. These include the Government of Uganda, United Nations System Agencies, NGOs and participating Sister National Societies.
JOB SUMMARY
To safeguard the society’s assets by developing and maintaining an effective finance and accounting function. This includes maintaining accurate financial records as the basis for reporting to Management and the Board.
 The Finance Director will be expected to implement and manage the Society financial systems which include but not limited to assets, cash/bank management; financial reporting; budgeting and budgetary control and staff capacity building.
KEY DUTIES AND RESPONSIBILITIES
§ Develop and oversee the implementation of financial management systems and policies which provide appropriate levels of security and control of financial resources of the Society.
§ Take charge of the Society’s accounts regulatory roles, and ensure operators comply with National Society’s accounting requirements.
§ Plan, supervise and coordinate all activities in the finance directorate and provide professional guidance and advice to management.
§ Ensure all financial reporting obligations to URCS Partners are met in accordance with the respective MOUs.
§ Oversee periodic review and update of the Society’s accounting system to ensure its viability and efficiency in meeting the needs of the Society.
§ Ensure the continuous integrity of accounts data through frequent data backups, and the application of appropriate access controls.
§ Monitor and control the Society’s income and expenditure, and render timely and appropriate advise regarding programme implementation while drawing attention to areas of significant budget variances.
§ Closely monitor and conduct regular financial analyses aimed at providing timely management reports for decision making at all levels of the organization
§ Ensure fair costing and pricing and invoicing of Society’s services in liaison with other directorates.
§ Design, implement and monitor systems and procedures necessary for the recording of the transactions of the Society in accordance with generally accepted international accounting standards.
§ Maintain accurate forecasts of cash requirements for meeting future spending, and manage all financial exposures to the National Society.
§ Ensure comprehensive and constructive staff performance reviews for employees under your supervision.
§ Oversee the development and roll out of the Society’s financial computerization to the regions and branches.
§ Spearhead efforts towards the prudent management of the Society’s loans, grants and assets, as well as its investments.
§ Ensure the timely preparation of periodic (monthly, quarterly and annual) financial and management reports as well as their submission to the various stakeholders.
§ Ensure timely preparation of statutory deductions and remittance of statutory returns.
§ Maintain and regularly update the Society’s Fixed Assets Register.
§ Carry out any other duty as may be assigned by the supervisor.
Minimum Qualifications, working experience and Competencies
·         Minimum of a Bachelor’s Degree in Accounting, Finance or Commerce, and a Master’s Degree in Business Administration, Finance or Accounting.
·          Full professional qualifications in ACCA, CPA or CIMA a must.
·          Proven skills in financial management in a reputable organization at senior management level for a minimum of 5 years;
·          Computer literacy and proficiency in major accounting packages preferably NAVISION and Microsoft Office (primarily MS Excel).
·          Competencies in strategic management, leadership, mentorship and problem solving;
·         A team player with excellent communication, negotiation, presentation and interpersonal skills a plus.
