The Procurement Manager reports to the Executive Director and will oversee the Procurement section and ensure compliance with procurement laws and regulations.
Key result areas include:-
1. Supervise, appraise and build capacity of staff in the Procurement section.
2. Lead and direct all activities of the Procurement and Disposal Unit (PDU) purchasing operations according to PPDA guidelines.
3. Oversee the procurement planning processes for all Pride departments/sections and develop a comprehensive annual procurement master plan for Management control.
4. Develop appropriate systems, procedures and guidelines for the procurement unit and contracts Committee.
5. Prepare Board papers for the board procurement committee as per board requirements.
6. Review usage and expenditure on the procured items with a view of identifying areas of cost reductions and /or service improvements.
7. Ensure that the necessary procurement documentation is in place.
8. Guide the suppliers on procurement policies and procedures of the institution.
9. Manage all bid related activities and prepare monthly reports for submission to PPDA.
10. Periodically review procurement systems, policies and procedures to ensure their effectiveness and control information to safe guard the company’s operations.
11. Continuously advise management on procurement reviews and changes.
Minimum academic qualifications and Experience:
· Bachelor’s Degree in Procurement and Supply chain Management; Commerce, Development Economics, Economics, Development studies, Business studies, Accounting and Finance, Marketing, Financial Services and Business Computing, Business Statistics, Social
Sciences, SWASA, Education, Microfinance or any other relevant/related field.
· Membership to The Chartered Institute of Purchasing and Supply (CIPS) is a requirement.
· Master’s Degree in Procurement/ Management related field is an added advantage.
· Candidates should have at least 4 years’ related working experience at a senior level and should be aged between 28 -35 years.
