Background Information:
The International Institute of
Tropical Agriculture (IITA) — Uganda invites applications for two positions of
Research Associates (RA) facilitating a learning alliance platform and
(2) monitoring and evaluation for its project "lnf|uencing and linking
policies and institutions from national to local level for the development and
adoption of climate- resilient food systems".
The two positions will befor a
period of two years starting from April, 2014 and may be renewable depending on
performance, and availability of funds. The RAS will be based at IITA - Naguru
office with travels to Tanzania. The
positions reports to the Project
Coordinator, the Project Manager and IITA Country Representative for Uganda.
Research Associate to Facilitate
Learning Alliance Platforms on policy engagement actions
Position/Responsihilities:
o Facilitate the formation of the
learning alliance, including identification of the relevant policy actors,
organizing and facilitating learning alliance meetings and joint development of
policy actions for further engagement;
Spearhead the learning alliance
processes (policy engagement actions and capacity building initiatives) to
ensure that evidence—based policy engagement actions translate into changes in
existing government policies.
Engage with key public and private
policy stakeholders to promote implementation of policy actions, including
capacity strengthening and joint learning activities.
Document learning alliance
processes, workshopl event proceedings, and lessons learnt along the way and
feed them back to the research teams, With support from the Communication
Specialist, develop a communication mechanism that brings together different
project outputs/activities, package messages and feed them into the learning
alliance;
Educational Qualifications:
The candidate should have an MSc
Degree with relevance to policy action in the agricultural sector (e.g.
development management, rural sociology, community development, political
sciences) with a minimum of five years of related work experience.
Core Competencies:
0 Practical experience stakeholder
platforms Ability to stimulate and foster cooperation between various
stakeholders (government ministries, research, CSOs, public and private sector
agencies) and drive the process that advocates for enabling policies for
climate change adaptation.
Ability to document, synthesize and
present findings to different audiences, including learning alliance actors and
the scientific community.

Research Associate for Monitoring
and Evaluation
Position/Responsibilities:
0 Take leadership in developing the
overall project monitoring strategy, and provide technical leadership for its
operationalization;
Develop and manage the project data
base, pooling all data and outputs from the different project activities into
one place where scientists and the policy actors can access it from;
Basing on the result based
management strategy, develop specific M&E strategies that the project can
adopt to track progress of all project activities, their progress and measure
their impact on participants’ knowledge, attitude and skills, and changes in
policy implementation actions/strategies;
Operationalization of the project
result—based management plan and the M&E strategy
Work with the research associate
facilitating the learning alliance platform to develop and maintain a
monitoring strategy for the iterative social learning process and its impacts;
Track progress of how the social
learning influences research activities, development of research products and
policy engagement actions; Development of project annual work plans, by

compiling various activity plans
developed by partnering institutions, conducting progress reviews and writing
project performance reports; Support scientists to integrate monitoring and
evaluation indicators in the implementation of research activities

assigned by the immediate supervisor.
Educational Qualifications:
The candidate should have an MSc in
agricultural or social sciences (e.g. development management, agricultural
economics, agricultural extension education, monitoring and evaluation) with
practical experience in designing and implementing M&E strategies in R4D
research projects.
Core Competencies:

Ability to develop, review and
update project databases
Demonstrated ability to write,
synthesize and (co—)pub|ish policy documents and or journal articles.
