COMMUNITY AGRICULTURAL INFRASTRUCTURE IMPROVEMENT PROGRAMME (CAIIP) AND MARKETS AND AGRICULTURAL TRADE IMPROVEMENT PROGRAMME (MATIP)

The Ministry of Local Government is now looking for suitably qualified person for the following position under the Project:

Background Information:

The Government of the Republic of Uganda has received Loans from the African Development Bank (ADB) International Fund for Agricultural Development (IFAD), Arab Bank for Economic Development of Africa (BADEA), Islamic Development Bank (IDB) to finance the Community Agricultural Infrastructure Improvement
Programme (CAIIP) and Marketa and Agricultural Trade Improvement Programme (MATIP) intends to apply part of the proceeds to recruit the Financial Management
Specialist to ensure successful implementation.

The principal development goal of the Projects is to contribute to poverty reduction and economic growth initiatives in Uganda through enhanced commercialization of agriculture. The specific objectives of the Project are to enhance farmer's access to markets, attract competitive prices and increased incomes through improvements in rural infrastructures and their management by well mobilized communities.

The duties and responsibilities of the Financial

Management Specialist will include the following: -

1. Establishing and maintaining a Financial Management System which is in line with the GoU Regulations and Development Partners' Procedures.

2. ln—charge of all accounting, budgeting and financial reporting system for the CAIIP/MATIP Programmes;

3. Implementing and overseeing internal control system for the accounting and financial reporting procedures;

4. Managing the flow of funds within the Programmes and ensure timely replenishment of the Special Account;

5. Overseeing the preparation of regular financial reports to ADB, IFAD, BADEA, and IDB and the Government of Uganda and the preparation of the consolidated annual CAl|P."MATlP financial statement;

6. Designing and providing the Programme Facilitation Team Leader with monthly analytical reports of the financial performance of the Programme;

7. Ensure the timely accountability for resources;

8. Liaising with Auditor General's Office and for the External Audit Firm and having responsibility for the timely preparation of audited financial systems
for CAIIP,/MATI P;

9. Managing the Program's relationship with the banking and financial institutions;

10. Ensuring that Transparency, Accountability and Value for Money principles are adhered to, at all times in the Programme;

11. Providing coaching and training for all accounting staff who will be associated with CAllP,:'MATlP at all levels down to Sub—County Offices;

12. Any other duties and assignments that may be assigned by the Permanent Secretary,IMinistry of Local Government and National Programme Facilitator.

Projects'

Qualifications and Experience:

The Financial Management Specialist must be:

1. A Master's Degree Holder in Accounts or Finance from a recognized University
2. Having at least 8 years of experience in Government Accounting procedures;

3. Having at least 5 years’ experience in Donor Funded Project Accounting;

A Full member of either ACCA or CPA; Familiar with internal control systems;

In possession of strong Financial analytical skills; Computer literate, preferably in Accounting packages.
