Job Title: Program Manager,
Organisation: Health Policy Advocacy (HPA)
Reports to: Deputy Director
Duty station: Kampala
Contract Duration: Initial 1 year contract renewable based on performance
Program Management Support
a) Responsible for Health Advocacy program
b) Coordinate the ACT Health Project at National level, updating Management
of the project progress.
c) Responsible for mapping and tracking health sector investments and
implementing arising advocacy actions
d) Receive and analyse reports from the Regional Health Accountability
Manager and advise management on endorsement for submission to the donor.
e) Identify advocacy issues from reports generated from different districts
and spearhead the advocacy campaigns thereof.
Requirements: (educational, experience, language, etc.)
Essential (candidates not meeting this will not be considered)
a) Bachelor’s Degree in Law, medical field, research and human rights
experience
b) Post graduate qualification in project management, monitoring and
evaluation or any other relevant field
c) Evidence of fundraising skills especially proposal writing
d) Proven experience of data analyse and report writing
e) At least five (3) years programme management experience
f) Good knowledge of government structures, donor agencies.
g) Strong advocacy skills at local government, national, and international
levels
h) People management /supervisory skills
Desired:
a) Previous experience in programming with a research component
b) Diploma in Legal practice
c) Strong writing skills in English
d) Strong computer skills
e) In depth knowledge of Ugandan Civil society including professional
connections in well-known accountability organisations
f) Post graduate qualifications in a relevant discipline
g) Knowledge and/or experience with Most Significant Change or other
qualitative M&E methodologies
h) Ability to travel extensively, work and live in remote and hard to reach
areas.
