Parliament of Uganda.
JOB TITLE: PRINCIPAL INTERNAL AUDITOR
SALARY SCALE: PC2
NO. OF VACANCIES: 1(ONE)
AGE LIMIT: 28 YEARS AND ABOVE
REPORTS TO: CHIEF INTERNAL AUDITOR
PURPOSE OF THE JOB:
To carry out independent and objective evaluation of the Parliamentary
Commission’s operations and processes for conformity with relevant statutory
regulations
PERSON SPECIFICATIONS:
Education and Qualifications:
• An Honours Bachelor’s Degree with Finance or Accounting (option) from a
recognized University/ Institution, with full professional qualifications such
as CPA, ACCA or CIA.
Or
• Full Professional qualifications such as CPA, ACCA or CIA
• In addition he/she must posses at least a Postgraduate Diploma in Finance
or Accounting related field.
• He/ She should have at least six (6) years’ relevant work experience in
accounting or audit function, three of which should have been obtained at
Senior Officer level in Government or equivalent level of experience from a
reputable organization.
• Must be a member of an Audit or Accounting professional body.
Competencies, Skills and abilities:
• Demonstrable knowledgeable of government audit practices and procedures
• Possesses effective written and oral communication skills
• Sound judgment and analytical skills
• Ability to take initiative, lead and motivate staff in the Division
• Good ethical standing and integrity.
Key responsibilities:
• To participate in developing up to date audit frameworks and tools
• To conduct and follow up on all internal audits, including preliminary
surveys.
• To prepare written post audit reports for submission to the Parliamentary
Commission
• To ensure adherence to acceptable audit practices, procedures and
standards
• To conduct special and forensic investigations and audits.
• To carry-out audits of computerized accounting systems.
• To carry-out risk assessment and propose mitigation strategies
• To prepare periodic audit reports.
• To supervise and manage performance of subordinate staff.
• To perform any other duties as may be assigned from time to time.
