Infectious Diseases Institute, Makerere University (IDI) is a regional
centre of excellence for HIV/AIDS prevention, care and treatment; training; and
research in sub-Saharan Africa.
Position Summary:
The Officer will provide support to the IDI Grants Management Unit
specifically to the SDS Program which is giving support and technical
assistance to 35 districts in areas of grants management, M&E, and
Management Information Systems (MIS). The consultant will spend some time at
IDI as well as in the districts, but will also be available to provide support
by phone and email.
Key Responsibilities & Duties:
• Program Performance
Monitoring and Reporting: Monitor progress of assigned project towards
achievement of project goals and objectives; communicate with and report to
internal and external project stakeholders including project manager and
funder.
• Finance Support and
Reporting: Establish and communicate financial management guidelines for
specific grants; enforce relevant IDI and/or funder-specific policies and
procedures; monitor project budgets;
determine financial reporting needs and coordinate the reporting process
with the Finance department; prepare financial reports to meet specific
funders' requirements; communicate related information to internal and external
stakeholders
• Compliance Assurance:
Maintain, file and make available compliance requirements for specific grants
for stakeholders' use; ensure that all aspects of project planning and execution
comply with the applicable regulations and with best practice; support review
of funding and sub-award agreements and other documentation to ensure that IDI
and sub-grantees comply with funder and program requirements.
Qualifications:
1. Degree in any relevant
field, including finance, accounting/audit, management or general business
administration; Master's degree or professional qualification is an added
advantage
2. A minimum of three years
professional work experience, with proven ability to interact effectively with
colleagues of various backgrounds;
3. Superb organizational
skills, including the ability to manage multiple projects simultaneously in a fast-paced,
dynamic environment
4. Exceptional
communication skills; excellent written and oral English
5. Skill and experience in
budget preparation and fiscal management
6. Advanced analytical,
evaluative, and objective critical thinking skills
7. Well-developed
interpersonal skills and ability to interact at the most senior corporate, donor
and academic levels and within a multi-cultural environment
8. Proficiency in computer
systems including Microsoft applications; high level of skill in using
MS-Excel; desktop publishing experience is desirable
9. Experience in grants
management (particularly related to health) and donor relations preferred but
not required
10. Familiarity with
MS-Navision software is preferred but not required
Compensation:
Compensation for the position will be commensurate with training and
experience.
