Position Summary
IREX seeks a Senior Grants Manager to assist in implementing an expected USAID-funded Rule of Law program in Uganda. The program goal is to empower Ugandans to demand and assert their rights, and help increase the capacity of duty bearers to provide rights. The project will address three major areas: supporting an independent judiciary; fostering advocacy; and advancing the flow of information, including through media.
The position is contingent on funding.
Duties & Responsibilities
- Responsible for proper implementation and functionality of the $1.6 million grants program
- Monitor the entire grant management process and ensure proper compliance with USAID regulations, the grant objectives and requirements of this RFA
- Ensure that the Recipient develops results, indicators and targets as well as an annual work plan, which reflect the objectives of the grants program.
- Work with the COP, component managers and financial manager(s), oversee financial reporting and selection of applications to ensure conformity with the grants program criteria, including the implementation of sub-Recipient capacity building (technical, organizational and financial management)
- Develop and maintain effective collaborations with program partners and key stakeholders
- Represent IREX and support its organizational development
Qualifications
A Master's degree in project management, financial and organization management or in a related discipline such as social science is highly preferred
- Preferably have experience in the Ugandan country context
- A minimum of 5 years of experience managing and administering U.S. Federal grants and/or contracts.
- Possess analytical skills to identify and assess credibility of organizations eligible of grants.
- Experience working with USG supported projects and knowledge of financial rules and regulations, including use fiscal controls and fund accounting procedures that ensure that the funds are used for their intended purpose and are accounted for properly
- Knowledgeable in implementing financial and organizational sustainability of Recipients
- Ability to train partners on grant management and required reporting highly preferred
- Demonstrated team player with visionary leadership
- Experience in mentoring, coaching and skills transfer
- Excellent representational and communication skills, written and oral proficiency in English
