Organisation: The
African Field Epidemiology Network (AFENET)
BACKGROUND
INFORMATION:
The African Field Epidemiology Network (AFENET) is a not for
profit, networking alliance and service organization that brings together field
epidemiology training programs (FETPs) across Africa working side by side with
Ministries of Health, regional and international partners.
AFENET works to
strengthen epidemiological and disease surveillance capabilities of Africa
countries that are critical to meeting the requirements of the Integrated
Disease Surveillance and Response (IDSR) strategy, and the International Health
Regulations (IHR).
Established in 2005, AFENET has supported more than 20
African countries across sub-Saharan Africa advance their capabilities in early
detection and response to infectious and non infectious diseases. AFENET is
looking to hire capable and qualified persons into the positions listed below,
to support the smooth running of the organizations affairs at the secretariat
and also in collaboration with AFENET partners and member countries.
1. POSITION: HEAD
FINANCE
Vacancies: 1
RESPONSIBILITIES:
• Accountable for the operation of finance processes to generate
timely and accurate financial information, reports, analyses and recommendations
to facilitate effective decision making
• Support AFENET managers and advisors on financial aspects of
project design (including risk mitigation), implementation, planning&
forecasting, monitoring, reporting and delivery of results and maintaining
regular engagement with all stakeholders on all issues related to finance
• Improve the standards of financial awareness regionally (i.e.
AFENET countries of operation) by providing support in undertaking due
diligence and fiducially risk assessment and in understanding and interpreting
management information and accounting standards
• Provide capacity building as needed; to partners in budget
development, financial reporting and grants monitoring.
• Develop financial plans and monitor forecasts in alignment
with organization’s strategic and operational plans and projections.
• Coordinate and oversee AFENET’s budget preparation process
and its presentation in the various fora as may be required.
• Prepare final accounts for audit. Liaise with the external
auditors during the audit and ensure all
audit schedules are prepared and filed before the audit.
• Supervise and coordinate the preparation of financial statements,
financial reports, special analyses and information reports.
• Develop, prepare, analyze and interpret relevant financial
and non-financial performance measures (comparative financial results and key
performance indicators) for appropriate financial decisions.
• Work with the heads of projects and technical staff; to
develop and coordinate the annual work plans and budgeting processes with
partners and staff in compliance with donor regulations.
• Evaluate, interpret and offer advice on accounting
policies and procedures in accordance with professional standards (standards
for not-for-profit, public and private corporations, and the public sector) to
the Organization.
• Prepare periodical financial risk assessment reports,
financial investment reports for the Organization’s Management and Board of
Directors.
• Support the financial management, administration and implementation
of AFENET’s multiple partnerships through providing financial advice and
support.

• Excellent Computing skills in Microsoft Office and
NAVISION accounting software
• Good understanding of the tax and social security regimes
of Uganda and other African countries
QUALIFICATIONS
REQUIRED:
• Degree in Finance and or Accounting or Business
Administration with strong bias in Finance or Accounting.
• Qualified Accountant and Member of professional bodies like
CPA, ACCA, CIMA and other recognized and equivalent qualifications
• A minimum of 8 years experience serving in a similar
position in a reputable Organization.
• Masters in Finance or accounting is an added advantage
• Experience in handling multiple donor funds including US
CDC, USAID, EU among others.
• Ability to speak French and or Portuguese is an added
advantage
2. POSITION: HEAD
ADMINISTRATION

RESPONSIBILITIES:
• Managing people and performance.
• Ensuring conducive working environment through: Building staff
competence, Creating an environment of creativity and innovation, Creating and
promoting enabling environment for open communication and good client
relationship.
• In charge of the operations support function and services
to the Organization’s programs and projects.
• Coordinate the Human Resource function of the
Organization.
• Over see and coordinate the Procurement and Disposal
function for both the Secretariat and other Network programs and ensure supply
requisitions and deliveries are processed promptly.
• In consultation with the country offices, coordinate the
budget process, and program work plan implementation.
• Over see preparation of administrative services, supply
and work contracts between AFENET and relevant parties including purchases of
office equipment/ services.
• Supervise the coordination of travel of personnel and
visitors with in the AFENET network.
• Maintain supplies inventory, and carry-out periodical organizational
asset stock taking and custodian of property records.
• Provide advice to management on appropriate Property Development
plans.
• Manage the Network fleet, repairs and log records and
ensure compliance with the set operational procedures.
• Conduct investigations of administration problems within
the organization and provide appropriate administrative solutions.
• In charge of the protocol, Security and safety for staff
and premises, transport and logistics services of the organization.
• Coordinating AFENET biennial conferences and other
meetings/ conferences.
KEY COMPETENCIES:

• Operational effectiveness, managing data, managing documents,
correspondence and reports, planning, organizing and multi-tasking and
procurement of goods & services.

• Excellent computing skills in relevant Microsoft Office applications:
Word, Excel, Project, PowerPoint Presentation.
• Good understanding of social security and employees’
insurance requirements of Uganda and other African countries
QUALIFICATIONS
REQUIRED:
• A Masters’ Degree in Human Resources, Business Administration
and or Management with proven experience in Administration and people
management at senior level.
• At least 5 years’ relevant experience in similar duties.
• Membership to Professional organizations is of an added advantage.
• Excellence in relevant Ms. Office computer applications
• Ability to speak French and or Portuguese is an added
advantage
3. POSITION:
RECEPTIONIST
Vacancies: 1
RESPONSIBILITIES:
• Manage the reception and carry-out other front desk
activities.
• Receive visitors to the organization and provide them with
information regarding their requests and or direct them to the respective
offices/personnel.
• In charge of the organizations switch board and lead in
support for teleconferencing connections.
• Receive, screen and forward all incoming calls plus
maintaining a mail register for the organization.
• Maintain staff attendance registration records, visitors’
registry plus generating monthly attendance reports.
• Receive and route all incoming, outgoing mails and
maintain work appointments’ register and responsible for distribution of messages
to respective staff.
• Provide administrative support to all other departments with
clerical work that may range from: typing documents, correspondences, entering
data, scanning documents, filing and photocopying.
QUALIFICATIONS:
• A minimum of a Diploma in Hospitality, Secretarial and
Business Studies or any other relevant qualifications.
• Additional training in Administration, Secretarial or
Human resource fields will be of an advantage.
• Knowledge of French language will be added advantage.
• Proven experience of 3-5 years’ of similar work at front
desk in a busy work environment or any reputable organization.
• Excellent communication, customer care and relationship
skills.
• Excellent computer skills in Ms. Office packages,
including internet.
