Our Client, an international NGO operating in the countries of Uganda, DRC, Sudan and Central
African Republic is seeking to recruit for the following national positions based in Kampala to
support their projects.
 Position Title:
1.       Director of Finance and Administration
2.       Monitoring and Evaluation Officer
3.       Logistics Manager
4.       Systems & Security Officer
5.       Stores Assistant
6.       Finance Officer
Organisation: A&G Associates Ltd
Location: Kampala

Responsibilities:
Reporting to the Head of Office, the role is to coordinate all fi scal and administrative functions, fi nancial management and budget projections, development and management of operations systems, and a dministration.
Key accountabilities:
• Provide financial input and leadership on decision making issues affecting the organization
• Develop and enhance, implement and enforce policies and procedures of the organization by way of systems that will improve the overall effectiveness of the organisation.
• Direct the general accounting of the institution, including among other things, journal entries, cash disbursements, accounts payable, cash receipts, accounts receivable, reconciliation of bank accounts and adjusting journal entries.
• Coordinate all tax related obligations of the organisation.
• Direct accurate preparation of all budgets, longrange operating and fi nancial plans, periodic financial reports and other internal and external financial and operating reports
• Ensure continuous improvement of the budgeting and forecasting process through education of management of economic issues impacting the company´s financial performance.
• Monitor carefully the revenue and expenses monthly and adjust forecasts accordingly.
• Coordinate the annual audit, management team and audit fi rm
Qualifi cation, relevant work experience and skills:
• Minimum of Bachelor’s degree in accounting, CPA preferred and MBA a plus
• 10 years’ experience with a balanced combination of education and experience.
• Competency in Microsoft applications as well as the pertinent fi nancial management systems.
• Communication skills a must with prior supervisory experience at senior level.
• Proven ability and experience in non-profi t fi scal management with a minimum of 10 years previous
work experience and advanced knowledge of accounting and fi nancial systems
• Working knowledge in French and Kiswahili is an added advantage
2. Position: Monitoring and Evaluation Officer
Responsibilities:
Reporting to the Head of Offi ce, the role is to carry out overall M & E strategy development, alignment and implementation of related activities within the region.
Key accountabilities:
● Take leadership in developing, disseminating and internalization of the organisation’s ‘theory of change’ among the staff and key stakeholders.
● Review of current practices with the view to ensuring joint development of a shared M & E system based on the existing programs and systems.
● Develop strategies to institutionalize M&E expertise within regional programs.
● Development of overall frameworks and logic models for program/project M&E and comprehensive M&E plans covering timelines for annual reviews, participatory impact assessments, process monitoring, monthly, quarterly and annual reporting.
● Develop and revise program/project logic models and log frame matrices, particularly in the areas of the objective hierarchy, indicators and monitoring mechanisms.
● Identify key performance indicators and parameters for monitoring project performance and comparing it to targets
● Identify of M&E needs including staffi ng, capacity building
● Review monitoring reports; analyze and identify the causes of potential bottlenecks in program/ project implementation.
● Support implementation of M&E and to identify where adaptations might be needed.
● Manage the M&E budget to ensure all approved funds are spent and reported in line with donor regulations
● Review all M&E fi nancial reports and advise the finance department on correct charging of cost for
corrective actions.
● Support the process of identifi cation of external consultants to offer technical support to the M&E
activities and play supervisory role on the work and reporting of external consultants to ensure
their effective utilization.
Qualifi cation, relevant work experience and skills.
• Bachelor’s degree in statistics, demography or quantitative economics or other relevant field is strongly preferred
• At least 5 years of experience in impact indicators, information/data gathering, impact assessments,
and quantitative analysis
• Experience in monitoring and evaluating community regional programs
• Familiarity with standard organization IT applications and statistical methods
• Designing and establishing comprehensive M&E systems
• Impact assessments/analysis, information/data gathering, and quantitative analysis
• Familiarity with Micros offi ce especially Access and/ or GIS is a plus
• Working knowledge in English, French and Kiswahili.
3. Position: Logistics Manager
Responsibilities:
Reporting to the Finance and Administration Director, the role is to co-ordinate of all logistics, implementation of procedures for procurement, vehicle fl eets, communication systems, IT and security in line with organisation guidelines and procedures.
Key accountabilities:
• Conduct a logistics fi eld assessment and develop the logistics strategy and implementation plan for
the logistics teams.
• Ensure the logistics plan and strategy is implemented and monitored within the project.
• Co-ordination and overall responsibility of all program logistics; Ensure that minimum standards of logistics procedures and country policies are understood and adhered to.
• Visit all project sites to ensure that systems are in place and functioning.
• Support country offi ce initiatives around international logistics systems
• Forecasting and inputting into the country budget development, preparation of spending plans relating to logistics expenditure and operational costs for the whole program.
• Develop and review current working systems within the program; forms, tracking system,
data entry, stock keeping etc. ensuring their robustness and compliance against systems
• Take a strategic approach to supply management utilizing sound practices to ensure accountable,
timely, and cost effective delivery of appropriate supplies to the program.
• Manage the effective order management systems.
• Develop and maintain a procurement plan and ensure local, national and international procurement practices are compliant
• Management of vehicle fl eets; appropriate allocation and safe use throughout the program.
• Manage the program communication systems (HF, VHF, IT)
• Develop the logistical aspects of the program emergency preparedness plan
Qualifications, relevant Work experience and Skills
• University degree / Masters qualifi cation “preferred” in Logistics and Procurement or any
other related field;
• At least 8 years progressively responsible experience in Logistics and Procurement;
• Experience of working with an International Non Governmental Organisation
• Fluency in written and verbal English and French
4. Position: Systems & Security Officer
Responsibilities:
Reporting to the Head of Office,
The position will oversee and coordinate systems and security efforts across the region (East and Central Africa) including information technology, human resources, communications, legal, facilities management and identify security initiatives and standards.
Key accountabilities:
• Lead operational risk management activities to enhance the value and brand of the organisation.
• Oversee a network of security and safeguard the company’s assets, and computer systems, as well as the physical safety of employees and visitors.
• Identify protection goals, objectives and metrics consistent with the strategic plan.
• Manage the development and implementation of global systems and security policy, standards, guidelines and procedures of security.
• Prioritize systems and security initiatives and spending based on appropriate risk management
and/or financial methodology.
• Maintain relationships with local, state and law enforcement and other related government agencies.
• Oversee incidence response planning as well as the investigation of security breaches, and assist with disciplinary and legal matters associated with such breaches as necessary.
• Work with outside consultants as appropriate for independent systems and security audits.
• Monitor security information and networks.
• Facilitate the implementation of security guidelines.
Qualifications, relevant work experience and skills:
• Bachelors degree in related fi eld
• 5 years relevant experience
• strong working knowledge of pertinent law and the law enforcement community.
• Must have a solid understanding of information technology and information security.
• 5 years of fi eld security experience in hostile environments (DRC, Sudan and CAR is an added advantage) and extremely flexible with the ability to cope with stressful situations and frustrations
• Fluency in French, English and Kiswahili
1.       Position: Stores Assistant
Reporting :to the LogisticsManager,
Responsibilities:
the role is to enhance effi cient resources management and utilization through accountable
stores management practices in line with existing policies.
Key accountabilities:
• handling all procured goods and services as specified by the organisation policies.
• Appropriately check, verify and receive all goods delivered against supply requisition and purchase
orders to ensure correctness and prepare goods received notes against all receipts.
• Arrange all the stock received in the stores and storage units to ease retrieval and dispatch
• Maintain reasonable stock levels and mix as required.
• Prepare and allow for regular and periodic stock takings/accounts in the face of audits and at the
request of the directors or there designate.
• Employ appropriate use of stock cards bin cards waybills and other stores management tools to
ensure accurate records and proper accountability of goods in the stores.
• Preparation of monthly stores consumption report for all goods received
• Responsible for release and keeping records of all approved requests of goods and receipt of balances returned from distribution points.
• In charge of fi les and storage of all stores correspondences and maintaining appropriate records of all goods received and dispatched.
• Inform programs of the existing stock levels to facilitate timely replenishments.
• Maintain a clean, tidy store and offer proper stewardship of the store and all its contents.
Qualification, relevant work experience and skills
• Minimum of Bachelor of Records and Archives Management Logistics and Procurement or related field of study
• At least 4 years of experience in a similar job preferable with an INGO
• Good command in English, French and Kiswahili
• Excellent inter personal and communication skills
5. Position: Finance Officer
Responsibilities:
Reporting to the Finance Manager, the positions is responsible for the day to today finances at the Head offi ce and supervises the Finance Assistant
Key accountabilities:
• Prepare and submit annual operational budget to the Finance Manager for approval.
• reviews payment vouchers submitted by country offices.
• Prepare, reconcile and monitor routine payments.
• Ensure accounting records are complete and financial reports as per regulations.
• Review all offi ce expenditures relating to all accounting documents.
• Management of bank accounts, petty cash and disbursement of funds.
• Perform random cash counts for the offi ce and produces a report.
• Ensure that all statutory deductions are promptly paid over to the relevant Authorities
Qualification
• Bachelor’s degree in fi nance or accounting, CPA or Certified Management Accountant. Relevant work experience and skills
• 5+ years of progressively responsible experience for a major company or NGO
• Excellent communication skills are and outstanding knowledge of electronic fi nancing
• Fluency in written and spoken French.
