Operations manager,Loans Officer,Administrators, and Driver opportunities in Uganda at the Ministry of Education and Sports


 The positions to be filled include;

Organisation: The Ministry of Education and Sports
Background Information;
The Government of the Republic of Uganda, through the Ministry of Education and Sports is making arrangements to introduce a Student Loan Scheme to increase equitable access to higher education in Uganda; support highly qualified students who may not afford higher education; ensure regional balance in higher education services in Uganda; develop and support courses which are critical to national development and ensure quality education in public institutions through quality assurance and supervision.
The Ministry of Education and Sports therefore intends to recruit staff to fill up vacant positions on the Students Loan Scheme Task Force which will kick start the implementation of the Loan Scheme and prepare for the formation of the Student Loan Board.

1. JOB TITLE: HEAD OPERATIONS
REPORTS TO: COORDINATOR
AGE: 30 YEARS AND ABOVE
POSITIONS: ONE (1)
JOB PURPOSE:
Responsible for processing all applications received for purposes of determining students who are eligible and ensuring that funds are disbursed to qualifying applicants and institutions.
RESPONSIBILITIES AND DUTIES
• Coordinate team members’, work assigning and reassigning tasks, delegating tasks, prioritize to do lists, quickly notify team members of new assignments and track progress of each task and team member
• Motivate and inspire team members
• Lead by setting a good example
• Facilitate problem solving and collaboration
• Intervene when necessary to aid the team in resolving issues
• Set weekly, monthly and yearly targets for the team
• Provide weekly and monthly status reporting of team activities against the set targets to the Taskforce Coordinator
• Provide guidance to the team based on managements’ direction
• Liaise with strategic partners e.g. MoES; Universities; NCHE, for policy matters
• Handle all difficult cases relating to loan applications
• To develop necessary business processes and modalities to be applied to students intending to apply for the loans
• To provide projections for students loan budget and anticipated applicants
• To verify and confirm the principle loans awarded for the purpose of accurate billing.
• Verification of the disbursement schedules before disbursement of funds
• To verify loanee statement
• Undertake any other duty assigned from to time by the Taskforce Co-ordinator.
QUALIFICATIONS/EXPERIENCE
• An Honours Bachelors Degree in Business related courses and post graduate qualification in financial management preferably a member of a professional body holding either ACCA, CPA or CIMA.
• A Masters degree in the area of finance management will be an added advantage
• Not less than 5 years experience in a recognized Credit Institution/ financial institution, three of which should have been spent at senior management level is essential. Knowledge of operations of students’ loan scheme will be an added advantage

2. JOB TITLE: LOANS OFFICER
REPORTS TO: HEAD OPERATIONS
AGE: 26 YEARS AND ABOVE
POSITIONS: THREE (3)
JOB PURPOSE:
Responsible for helping students acquire loans. Analyzes and verifies loan applications to determine eligibility and aids in disbursing funds to the higher education institutions.
RESPONSIBILITIES AND DUTIES
• Interview applicants to determine financial eligibility for loans
• Gathers from the applicant, basic information about the purpose of the loan and their ability to repay the amount borrowed.
• Maintain and review account records, updating and categorizing them according to status changes.
• Helps the student by making decisions and solving problems.
• Inform students about the financial assistance available to college or university students.
• Act as a liaison between the student and the higher education institutions
• Carry out research on the fees unit cost to base on for issuing out loans
• Undertake any duty assigned from to time by the Operations Manager
QUALIFICATIONS/EXPERIENCE
• A good Bachelors Degree in Business related courses.
• Three years working experience in a recognized Credit/Financial Institution is required.
• Postgraduate training in credit management will be an added advantage.

3. JOB TITLE: DATABASE/SYSTEMS ADMINISTRATOR
REPORTS TO: HEAD, INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT)
AGE: 26 YEARS AND ABOVE
POSITIONS: ONE (1)
JOB PURPOSE
Responsible for the operation of the Integrated Loan Management Information System (ILMIS) and will be part of the team to ensure both the development and provision of the Loan Scheme’s products and services electronically, and of the Students’ Loan Scheme’s ICT services (ICT systems and infrastructure) to staff, customers and the public.
DUTIES AND RESPONSIBILITIES
• Develop in conjunction with the Head ICT, the strategy development and strategy implementation processes, and the annual operating plans of the Students’ Loan Scheme.
• Plan for the strategic direction of key electronic resources including Network Infrastructure, Integrated Loan Management Information System, websites and information databases among others systems in place or need to be put in place.
• Provide ICT support (infrastructure development, systems support, databases development, website, Intranet, Mail services and other related maintenance services) to the Scheme and its customers.
• Review and develop ICT systems and resolve gaps or weaknesses that may exist.
• Develop and provide technical support for the development of information databases and resources including but not limited to the Students Loan Scheme web basedn resources.
• Identify and develop new and innovative ways of disseminating information to clients and the public.
• Configure, support and identify the Students’ Loan Scheme’s internal ICT systems and ICT infrastructure requirements services.
• Ensure the provision of systems support and maintenance to the Students’ Loan Scheme and clients as required.
• Prepare and update a section work-plan for the delivery and ongoing development of the Students’ Loan Scheme ICT function.
• Undertake such other duties as may be assigned by the Head, ICT from time to time.
QUALIFICATIONS/EXPERIENCE
• The Applicant should be Ugandans holding an Honours Bachelor’s degree in either Mathematics (Computing Option) or Statistics (computing option) or Computer Science or Software Engineering or Computer Engineering from a recognized University/institution.
• Should have Certifications in MDBA and MCSE or MCSA. A post graduate qualification in one of the above field shall be an added advantage. Demonstrated experience in managing relational Databases of reputable organizations shall be an asset.
• She/he should have a minimum of 3 years working experience in the field of Computing and Information Technology gained from reputable organization.

4. JOB TITLE: RECORDS ASSISTANT
REPORTS TO: ADMINISTRATION OFFICER
AGE: 22 YEARS AND ABOVE
POSITIONS: ONE (1)
JOB PURPOSE:
 Responsible for developing and implanting an efficient records management system for the Scheme.
Key tasks and responsibilities:-
1. Receiving, filing and directing correspondences received for action.
2. Provide safe storage and backup of all the Scheme records.
3. Develop a system for easy retrieval of records for action.
4. Compiling and analyzing records relating to Scheme activities, assets and personnel for guidance to Officers.
5. Responsible for postage of mails or correspondences.
6. Scanning and archiving documents
7. Preparation and issuance of Scheme forms as is provided for in the various Departments.
8. Any other duty that may be assigned to him/ her from time to time:
The position requires the following minimum qualifications:
a) A minimum of a Diploma in Records Management and Archives from a recognized Training Institute.
b) A certificate in Computer Applications and programmes will be desirable.
c) Two year working experience from a reputable company.




5. JOB TITLE: LOGISTICS ASSISTANTS
REPORTS TO: ADMINISTRATION OFFICER
AGE: 26 YEARS AND ABOVE
POSITION: TWO (2)
JOB PURPOSE: Provide administrative
support, maintain the Schemes’ vehicles and ensure safety of passengers.
Key tasks and responsibilities: -
1. Driving and ensuring safety of authorized passengers of the Scheme.
2. Cleaning the Company vehicles and ensuring that it is in a good mechanical condition.
3. Ensuring that licensing and servicing of the vehicle is promptly done.
5. Filing mileage and maintenance of the log sheets and fuel refill of the vehicles.
6. Delivery of official correspondence, mail and documents to different stake holders.
7. Any other duties as assigned to him/her by the Administrative Assistant.
Person Specifications: -
The position requires the following minimum qualifications and competences:
a) At least an Ordinary Level Certificate;
b) A clean Driving Permit Class B and a certificate in Defensive driving.
c) Continuous 5 years driving experience in a reputable institution.
d) Good spoken English is a must.
e) Personal initiative and hard working.
f) Good interpersonal skills.
g) Qualification in Motor vehicle maintenance will be of added advantage
