BACKGROUND
Enterprise Uganda (EUg), in partnership with Youth Business International (YBI) has received a grant from the Department for International Development (DFID) of UK to support the Northern Uganda Youth Entrepreneurship Programme (NUYEP). It is a 2 year project whose key objective is to improve the livelihoods of 10,000 youth (aged 18-35) and their households in Northern Uganda using a household empowerment approach that provides mindset change training, business follow up, and personalised business support.
The project will target youth in the Greater North covering five regions of Acholi, West Nile, Lango, Teso and Karamoja. EUg is establishing a Project Management Unit (PMU) and wishes to fill up the following available positions:
PROJECT MANAGER
The Project Manager will be responsible for the day-to-day running of the NUYEP project. His/her responsibility is to ensure that the project produces the results specified in the project document and log frame,
REPORTING RELATIONSHIP
In the execution of his/her duties, the Project Manager will operationally report directly to the Director, Finance and Administration of Enterprise Uganda, while the Executive Director, is responsible for the overall implementation of the project.
SPECIFIC RESPONSIBILITIES
- Coordinate the NUYEP program to ensure successful attainment of project deliverables.
- Produce annual work plans, budgets and reports on the progress of the project.
- Implement and monitor the activities of the project against the approved work plans;
- Manage the procurement of goods ;
- Manage the performance of the Project staff;
- Promote the project and ensure adequate visibility at the local, national and international level.
CORE COMPETENCIES/QUALIFICATIONS
• A Ugandan national with a Masters degree in a business-related discipline;
• Strong private sector orientation 5 years’ experience working in private sector development;
• Demonstrated ability to see the big picture and provide useful and strategic advice ;
• Demonstrable experience in nurturing MSMEs, plus a practical understanding of SME challenges
REGIONAL PROGRAM OFFICERS (RPO) – 4 positions
The Regional Project Officer will be the focal point for the NUYEP project in the allocated region of the Greater North (WEST NILE; ACHOLI; LANGO; TESO/ KARAMOJA). This position in based upcountry.
REPORTING RELATIONSHIP: The RPOs will report directly to the Project Manager.
SPECIFIC RESPONSIBILITIES
- Sensitize the local communities and partners about the NUYEP program ;
- Identify local actors in Youth sector in each district, including the media and maintain a database of these partners.
- Mobilize youth for the entrepreneurship training and other interventions under the program.
- Build and maintain healthy relationships with local partners in the region.
- Support the M&E function in implementation of data collection activities in the region.
- Support the Mentoring Specialist to provide mentoring services to youth.
- Preparation of periodic performance reports on project activities in the region.
CORE COMPETENCIES/QUALIFICATIONS
• A Ugandan national with a degree in a business-related discipline;
• Not less than 5 years’ practical experience working in private sector development;
• A sound and practical understanding of SME challenges and operations in developing countries ;
• Knowledge of at least one of the regional local languages.
FINANCE AND ADMINISTRATION OFFICER
The Finance & Administration Officer will provide finance administrative and procurement management support to the Northern Uganda Youth Entrepreneurship Program (NUYEP). His / she will be responsible for ensuring proper and effective administration in the project, as well as effective management and accountability for the financial and other resources provided in support of the project.
REPORTING RELATIONSHIP: Finance & Administration Officer will report to the Project Manager.
SPECIFIC RESPONSIBILITIES
Finance & Administration
• Establish financial management systems for the project;
• Maintain proper books of accounts;
• Prepare annual and quarterly financial reports;
• Prepare and post all financial transactions in Quick Books ;
Procurement
• Spearhead the procurement process.
• Prepare documentations in full compliance with procurement guidelines and donor regulations.
• Monitoring the funds procurement plan against the budget.
• Manage all activities in the in the procurement cycle to enable timely execution.
COMPETENCIES/EXPERIENCE
• A bachelor’s degree in commerce, accounting, business administration, AND completed at least level 2 professional qualifications in ACCA, CPA, or CIMA.
• Computer literate with hands on experience in use of accounting packages, especially QuickBooks.
• 5+ years of experience in finance and procurement.
Monitoring, Evaluation & Learning (MEL) Specialist
The MEL Specialist will be responsible for the developing, implementing and continuously improving the MEL function of Enterprise Uganda. He/she will ensure that the programs are monitored and evaluated.
Reporting Relationship: Reports to Director, Business Advisory Services
Specific Responsibilities:
The MEL Specialist will provide technical oversight for all monitoring and evaluation activities and support for strengthening of surveillance systems, including the following tasks:
• Provide technical inputs in the design and implementation of a comprehensive M&E system
• Develop data collection tools in support of routine monthly reporting and MEL plans;
• Oversee the design, implementation of market and project impact surveys;
• Coordinate in the design and implementation of operational research activities ;
• Strengthen data collection, analysis and data sharing with various stakeholders, as appropriate;
• Build institutional MEL and surveillance capacity through training and systems support;
• Disseminate information through reports, publications and presentations ;
Competencies/Qualifications
• Advanced degree in Statistics and Quantitative Economics or Ssocial Sciences and Professional training in MEL
• At least 5 years of practical experience in designing and implementing MEL systems
Monitoring, Evaluation and Learning (MEL) Officer
As part of the NUYEP team, the MEL Officer will provide technical assistance in refining and implementing the NUYEP MEL plan in alignment with the NUYEP Theory of Change, strengthening the surveillance systems, analyzing and reporting on MEL as required under the NUYEP project
Reporting Relationship: Reports to the Project Manager.
Specific responsibilities
• Ensure the implementation of the project MEL.
• Develop tools for capturing the baseline and progress of NUYEP.
• Responsible for data collection, in-putting in the system, analysis, and report writing.
• Monitor implementation of activities
• Carry out risk assessment for the project in areas of program delivery.
• Prepare periodic MEL reports, consolidate and integrate reports.
Competencies/Qualifications:
1. Degree in Statistics, Quantitative Economics or Social Sciences.
2. Professional training in monitoring and evaluation required.
3. Experience and strong knowledge in M&E activities and data management skills.
OPERATIONS MANAGEMENT SYSTEM (OMS) SPECIALIST
The job of Operations Management System (OMS) Specialist is to support the design and administration of client information database system; providing training and support to system users; analyzing problems and issues related to the information system software and other related software.
Reporting Relationship: Reports to the Director, Information and Communications
Specific Responsibilities:
• Responsible for the maintenance of the organization’s client information database.
• Oversees the integration of the OMS with other for the purpose of maximizing the efficiency of the data flow and decreasing redundancy of data collection activities.
Core competencies/Qualifications:
• Bachelors of Science Degree in Statistics, Information Technology or Computer Science.
• IT Professional certificates such as Microsoft Certified System Engineer (MCSE) Relevant skills and knowledge proven by a demonstrable track record in developing and implementing IT systems.
MENTORING SPECIALIST
The job of Mentoring Specialist is to ensure the effective design, implementation, and continuous improvement of the mentoring programme.
Reporting Relationship: Reports to the Director. Business Advisory Services
Specific Responsibilities:
1. Manage the recruitment, matching and training of potential mentees and mentors.
2. To promote and publicize the mentoring program.
3. To facilitate the efficient running of the mentoring programme – includes establishing appropriate procedures and systems, providing a “ready ear” to all participants (to help where needed to ensure relationships are progressing) and keeping every stakeholder informed.
Core competencies/Qualifications:
• A Ugandan national with a bachelor’s degree in Economics, Business Administration, social sciences, entrepreneurship development or a business-related discipline;
• A demonstrable track record in developing and implementing mentoring programs is an added advantage.
PROJECT DRIVER (2)
He / she will support the project by carrying out the duties of a driver .
SPECIFIC RESPONSIBILITIES
• Drive the project vehicle and take interest in the vehicle(s) as assigned to him/her,
Core Competencies/Qualification
• A Ugandan national with academic qualifications not less than Advanced Level Certificate;
• Not less than 5 years of driving experience in a busy organization;
